1 1 Section 1. The amendments to 567 Iowa administrative code,
1 2 rule 28.1, adopted on April 21, 2003, are nullified.
1 3 Sec. 2. 567 Iowa administrative code, rule 28.2, adopted
1 4 on April 21, 2003, is nullified.
1 5 Sec. 3. EFFECTIVE DATE. This Joint Resolution, being
1 6 deemed of immediate importance, takes effect upon enactment.
1 7 EXPLANATION
1 8 This joint resolution nullifies the amendments to 567 Iowa
1 9 administrative code, rule 28.1, adopted by the environmental
1 10 protection commission of the department of natural resources
1 11 on April 21, 2003. The amendments strike language in the
1 12 administrative rule that adopted ambient air quality standards
1 13 based on certain national primary and secondary ambient air
1 14 quality standards and adopt new Iowa ambient air quality
1 15 standards that consist of certain national ambient air quality
1 16 standards and additional Iowa ambient air quality standards
1 17 that regulate ammonia and hydrogen sulfide levels in the air.
1 18 The effect of nullifying the amendments to this rule is to
1 19 restore the current language in the rule.
1 20 The joint resolution also nullifies 567 Iowa administrative
1 21 code, rule 28.2, a new rule adopted by the environmental
1 22 protection commission of the department of natural resources
1 23 on April 21, 2003. Rule 28.2 adopts by reference the "Iowa
1 24 Ambient Air Sampling Manual" for use in determining compliance
1 25 with the Iowa ambient air quality standards adopted in rule
1 26 28.1.
1 27 The joint resolution is effective upon enactment.
