  1  4 PROVIDING A TRANSFER FROM THE CASH RESERVE FUND TO THE REBUILD 
  1  5    IOWA INFRASTRUCTURE FUND FOR PURPOSES OF THE STANDING 
  1  6    APPROPRIATION TO THE ENVIRONMENT FIRST FUND AND PROVIDING AN
  1  7    EFFECTIVE DATE.

  1  9 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1 10 
  1 11    Section 1.  TRANSFER FOR ENVIRONMENT FIRST FUND.
  1 12 Notwithstanding any conflicting provisions of section 8.56,
  1 13 there is transferred from the cash reserve fund created in
  1 14 section 8.56, to the rebuild Iowa infrastructure fund created
  1 15 in section 8.57 for the fiscal year beginning July 1, 2003,
  1 16 and ending June 30, 2004, the following amount for the purpose
  1 17 designated:
  1 18    To be used for the appropriation made in section 8.57A,
  1 19 subsection 4, from the rebuild Iowa infrastructure fund to the
  1 20 environment first fund created in section 8.57A:  
  1 21 .................................................. $ 17,500,000
  1 22    Sec. 2.  RACETRACK TAX PROCEEDS – CASH RESERVE FUND
  1 23 TRANSFER.  If a tax on the adjusted gross receipts from
  1 24 gambling games at racetrack enclosures conducting gambling
  1 25 games is enacted by the Eightieth General Assembly, 2004
  1 26 Regular Session, that is applicable to the period beginning
  1 27 July 1, 2002, and ending June 30, 2004, from the tax proceeds
  1 28 which are credited to the rebuild Iowa infrastructure fund,
  1 29 $17,500,000 shall be transferred to the cash reserve fund.
  1 30    Sec. 3.  EFFECTIVE DATE.  This Act, being deemed of
  1 31 immediate importance, takes effect upon enactment.
