  1  4 RELATING TO THE PROVISION OF A COPY OF A CERTIFICATE OF BIRTH 
  1  5    TO A BIOLOGICAL PARENT.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8 
  1  9    Section 1.  Section 144.13A, subsection 2, Code Supplement
  1 10 2003, is amended to read as follows:
  1 11    2.  The state registrar shall charge the parent a separate
  1 12 fee established under section 144.46 for a certified copy of
  1 13 the certificate.  The certified copy shall be mailed to the
  1 14 parent by the state registrar.  The mailing of a certified
  1 15 copy of the certificate to a biological parent shall not be
  1 16 precluded by the execution of a release of custody under
  1 17 chapter 600A, and, upon request, a biological parent shall be
  1 18 provided with a certified copy of the certificate unless the
  1 19 parental rights of the biological parent are terminated.
  1 20    Sec. 2.  Section 600A.9, subsection 4, Code 2003, is
  1 21 amended by adding the following new paragraph:
  1 22    NEW PARAGRAPH.  e.  The state registrar for the purposes of
  1 23 section 144.13A, subsection 2.
