  1  1    Section 1.  NEW SECTION.  135.26  AUTOMATED EXTERNAL
  1  2 DEFIBRILLATOR GRANT PROGRAM.
  1  3    The department shall establish and implement an automated
  1  4 external defibrillator grant program which provides matching
  1  5 funds to local boards of health, community organizations, or
  1  6 cities for the program after standards and requirements for
  1  7 the utilization of automated external defibrillator equipment,
  1  8 and training on the use of such equipment, are developed at
  1  9 the local level.  The objective of the program shall be to
  1 10 enhance the emergency response system in rural areas of the
  1 11 state where access to health care providers is often limited
  1 12 by providing increased access to automated external
  1 13 defibrillator equipment by rural emergency and community
  1 14 personnel.  A local board of health, community organization,
  1 15 or city may submit an application to the department for
  1 16 review.  The department shall establish criteria for the
  1 17 review and approval of grant applications by rule, and may
  1 18 accept gifts, grants, bequests, and other private
  1 19 contributions, as well as state or federal funds, for purposes
  1 20 of the program.  The amount of a grant shall not exceed fifty
  1 21 percent of the cost of the automated external defibrillator
  1 22 equipment to be distributed to the applicant and the training
  1 23 program to be administered by the applicant at the local
  1 24 level.  Each application shall include information
  1 25 demonstrating that the applicant will provide matching funds
  1 26 of fifty percent of the cost of the program.  Grant recipients
  1 27 shall submit an annual report to the department indicating
  1 28 automated external defibrillator equipment usage levels,
  1 29 patient outcomes, and number of individuals trained.
  1 30    Sec. 2.  CONTINGENT EFFECTIVE DATE.  This Act shall become
  1 31 effective upon receipt by the Iowa department of public health
  1 32 of federal or state funding for the establishment of an
  1 33 automated external defibrillator grant program.  The
  1 34 department shall notify the Code editor when such funds are
  1 35 received.  
  2  1                           EXPLANATION
  2  2    This bill provides that the Iowa department of public
  2  3 health shall establish an automated external defibrillator
  2  4 grant program to assist in the distribution of automated
  2  5 external defibrillator equipment and providing training
  2  6 regarding equipment utilization.  The bill provides that the
  2  7 objective of the program shall be to enhance the emergency
  2  8 response system in rural areas of the state where access to
  2  9 health care providers is often limited by providing increased
  2 10 access to automated external defibrillator equipment by rural
  2 11 emergency and community personnel.  The bill provides that a
  2 12 local board of health, community organization, or city may
  2 13 submit an application to the department for review, which
  2 14 shall be subject to eligibility and approval criteria
  2 15 established by the department by rule.  The bill provides the
  2 16 department may accept gifts, grants, bequests, and other
  2 17 private contributions, as well as state or federal funds, for
  2 18 purposes of the program.  The bill provides that the amount of
  2 19 a grant shall not exceed 50 percent of the cost of the
  2 20 automated external defibrillator equipment to be distributed
  2 21 and the training program to be administered at the local
  2 22 level, and that each application shall include information
  2 23 demonstrating that the applicant will provide matching funds
  2 24 of 50 percent of the cost of the program.  The bill provides
  2 25 that grant recipients shall submit an annual report to the
  2 26 department indicating automated external defibrillator
  2 27 equipment usage levels, patient outcomes, and number of
  2 28 individuals trained.
  2 29    The bill provides that the bill shall become effective upon
  2 30 receipt by the Iowa department of public health of federal or
  2 31 state funding for the establishment of the program.
