Section 256D.4, subsections 2 and 3, Code 1 33 Supplement 2003, are amended to read as follows: 1 342.Moneys collected from admission fees by the racing and 1 35 gaming commission pursuant to sections 99D.14, 99F.4A, and 2 1 99F.10 and appropriatedpursuant to section 256D.5, subsection2 23to the department of education for the Iowa early education 2 3 block grant program in a fiscal year, shall be allocated to 2 4 school districts as follows: 2 5 a. Allocation ofthe sum of twenty milliontwo-thirds of 2 6 the dollars appropriated shall be based upon the proportion 2 7 that the kindergarten through grade three enrollment of a 2 8 district bears to the sum of the kindergarten through grade 2 9 three enrollments of all school districts in the state as 2 10 reported for the base year. 2 11 b. Allocation ofthe sum of ten millionone-third of the 2 12 dollars appropriated shall be based upon the proportion that 2 13 the number of children who are eligible for free or reduced 2 14 price meals under the federal National School Lunch Act and 2 15 the federal Child Nutrition Act of 1966, 42 U.S.C. } 1751- 2 16 1785, in grades one through three of a school district bears 2 17 to the sum of the number of children who are eligible for free 2 18 or reduced price meals under the federal National School Lunch 2 19 Act and the federal Child Nutrition Act of 1966, 42 U.S.C. } 2 20 1751-1785, in grades one through three in all school districts 2 21 in the state for the base year. 2 223.2. For each year in which an appropriation is made to 2 23 the Iowa early intervention block grant program, the 2 24 department of education shall notify the department of 2 25 administrative services of the amount of the allocation to be 2 26 paid to each school district as provided insubsections 1 and2 272this section. The allocation to each school district shall 2 28 be made in one payment on or about October 15 of the fiscal 2 29 year for which the appropriation is made, taking into 2 30 consideration the relative budget and cash position of the 2 31 state resources. Moneys received under this section shall not 2 32 be commingled with state aid payments made under section 2 33 257.16 to a school district and shall be accounted for by the 2 34 local school district separately from state aid payments. 2 35 Payments made to school districts under this section are 3 1 miscellaneous income for purposes of chapter 257. A school 3 2 district shall maintain a separate listing within its budget 3 3 for payments received and expenditures made pursuant to this 3 4 section. A school district shall certify to the department of 3 5 education that moneys received under this section were used to 3 6 supplement, not supplant, moneys otherwise received and used 3 7 by the school district." 3 8 #10. Page 28, by inserting after line 11 the following: 3 9 "Sec. . Sections 256D.5 and 256D.9, Code Supplement 3 10 2003, are repealed." 3 11 #11. Page 29, by inserting after line 29, the following: 3 12 " . The portion of the section of this Act that repeals 3 13 section 256D.9, being deemed of immediate importance, takes 3 14 effect upon enactment." 3 15 #12.
