  1  1    Section 1.  Section 357H.1, subsection 1, Code 2003, is
  1  2 amended to read as follows:
  1  3    1.  The board of supervisors of a county with less than
  1  4 eighteen thousand five hundred residents, based upon the 1990
  1  5 certified federal census, and with a private lake development
  1  6 shall designate an area surrounding the lake, if it is an
  1  7 unincorporated area of the county, a rural improvement zone
  1  8 upon receipt of a petition pursuant to section 357H.2, and
  1  9 upon the board's determination that the area is in need of
  1 10 improvements.  
  1 11                           EXPLANATION
  1 12    This bill eliminates language which limits rural
  1 13 improvement zones to counties with less than 18,500
  1 14 population.  These zones are used as a funding mechanism to
  1 15 finance improvements to real property surrounding a private
  1 16 lake development.
