PAG LIN 1 1 Section 1. NEW SECTION. 100.34 FIRE FIGHTER REGISTRATION 1 2 PLATE FEE FUND. 1 3 A fire fighter registration plate fee fund is created in 1 4 the state treasury under the control of the state fire 1 5 marshal. The fund shall include the fees transferred by the 1 6 treasurer of state from the sale of special fire fighter 1 7 registration plates pursuant to section 321.34, subsection 10. 1 8 Moneys in the fund are appropriated to the division of fire 1 9 protection in the department of public safety to be used for 1 10 training programs for volunteer fire fighters. 1 11 Notwithstanding section 8.33, moneys in the fund shall not 1 12 revert to the general fund of the state at the end of the 1 13 fiscal year, but shall be available for expenditure by the 1 14 state fire marshal for volunteer fire fighter training in 1 15 future fiscal years. 1 16 Sec. 2. Section 321.34, subsection 10, Code 2003, is 1 17 amended to read as follows: 1 18 10. FIRE FIGHTER PLATES. The owner of a motor vehicle 1 19subject to registration pursuant to section 321.109,1 20subsection 1, light delivery truck, panel delivery truck,1 21pickup, motor home, multipurpose vehicle, motorcycle, trailer,1 22or travel trailerreferred to in subsection 12 who is a 1 23 current or former member of a paid or volunteer fire 1 24 department,may, upon written application to the department, 1 25 order special registration plates, designed by the department 1 26 in cooperation with representatives designated by the Iowa 1 27 fire fighters' associations, whichplatessignify that the 1 28 applicant is a current or former member of a paid or volunteer 1 29 fire department. The application shall be approved by the 1 30 department,in consultation with representatives designated by 1 31 the Iowa fire fighters' associations, and the special 1 32 registration plates shall be issued to the applicant in 1 33 exchange for the registration plates previously issued to the 1 34 person. The fee for the special platesshall beis twenty- 1 35 five dollars whichshall beis in addition to the regular 2 1 annual registration fee. Notwithstanding section 423.24, and 2 2 prior to the crediting of revenues to the road use tax fund 2 3 under section 423.24, subsection 1, paragraph "b", the 2 4 treasurer of state shall transfer monthly from those revenues 2 5 to the fire fighter fund created pursuant to section 100.34 2 6 for volunteer fire fighter training the amount of the special 2 7 fees collected in the previous month for the fire fighter 2 8 plates. The department shall validate the special plates in 2 9 the same manner as regular registration plates are validated 2 10 under this section at the regular annual registration fee. 2 11 EXPLANATION 2 12 This bill requires that fees charged for the issuance of 2 13 special fire fighter motor vehicle registration plates be 2 14 transferred to the division of fire protection of the 2 15 department of public safety for expenditure by the state fire 2 16 marshal for volunteer fire fighter training.
