  1  4 RELATING TO ECONOMIC GROWTH STRATEGIC PLANNING.

  1  6 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  7 
  1  8    Section 1.  Section 15.104, subsections 1 and 2, Code 2003,
  1  9 are amended to read as follows:
  1 10    1.  Prepare a three-year comprehensive strategic plan of
  1 11 specific goals, objectives, and policies, performance
  1 12 measures, and benchmarks for state economic growth.  All other
  1 13 state agencies involved in economic development activities
  1 14 shall include economic growth in their mission statements and
  1 15 shall annually submit to the board for its review and
  1 16 potential inclusion in the strategic plan their specific
  1 17 strategic plans and programs for economic growth.  The three-
  1 18 year strategic plan for state economic growth shall be updated
  1 19 annually.
  1 20    2.  Develop a method of evaluation of the attainment of
  1 21 goals and objectives from pursuing the policies of the three-
  1 22 year plan which shall include performance measures and
  1 23 benchmarks.  The method of evaluation shall provide for a
  1 24 review of the organizational structure of the state's economic
  1 25 growth efforts.
