1 4 RELATING TO SITE PREPARATION FOR TARGETED ECONOMIC DEVELOPMENT.

1 6 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 8 Section 1. NEW SECTION. 15E.18 CITIES, COUNTIES, AND
1 9 REGIONS – SITE PREPARATION FOR TARGETED ECONOMIC DEVELOPMENT.
1 10 1. For purposes of this section, "region" means a group of
1 11 two or more contiguous counties that establishes a single,
1 12 focused economic development effort.
1 13 2. A city, county, or region, subject to the approval of
1 14 the property owner, may designate an area within the
1 15 boundaries of the city, county, or region for a specific type
1 16 of targeted economic development. The specific type of
1 17 targeted economic development shall be one of the following:
1 18 a. Manufacturing.
1 19 b. Light industrial.
1 20 c. Warehouse and distribution.
1 21 d. Office parks.
1 22 e. Business and commerce parks.
1 23 f. Research and development.
1 24 3. A city, county, or region that designates an area for a
1 25 specific type of targeted economic development may apply to
1 26 the department for purposes of certifying the area as a
1 27 preapproved development site. The department shall develop
1 28 criteria for the certification process.
1 29 4. Prior to a specific project being developed, a city,
1 30 county, or region designating the area for targeted economic
1 31 development pursuant to this section may apply for and obtain
1 32 appropriate licenses, permits, and approvals for the type of
1 33 targeted economic development project desired for the area.
