1 17 the department may waive the requirement that the application
1 18 include the applicant's social security number.
  1 19 Sec. 2. Section 321.189, subsection 2, paragraph a, Code
1 20 2003, is amended to read as follows:

1 33 2003, is amended to read as follows:

2 18 renewals, applied for on or after that date.
  2 19 EXPLANATION
2 20 This bill provides the means for an applicant for a
  2 21 driver's license or nonoperator's identification card to
2 22 report the applicant's race and ethnicity along with other
2 23 information currently required of applicants. The state
2 24 department of transportation is to adopt rules specifying
2 25 racial and ethnic designations to be used on application
2 26 forms. The designations are to be consistent with the
2 27 guidelines contained in the national incident-based reporting
2 28 system (NIBRS) edition of the uniform crime reporting
2 29 handbook. The bill requires that a driver's license or
2 30 nonoperator's identification card shall contain the racial and
2 31 ethnic designations of the licensee or cardholder if reported,
  2 32 but only in machine-readable format.
2 33 The bill is effective July 1, 2005, and applies to driver's
2 34 licenses and nonoperator's identification cards applied for on
2 35 or after that date.
