PAG LIN 1 1 Section 1. Section 2.10, subsections 1 and 2, Code 2003, 1 2 are amended to read as follows: 1 3 1. Every member of the general assembly except the 1 4 presiding officer of the senate, the speaker of the house, the 1 5 majority and minority floor leader of each house, and the 1 6 president pro tempore of the senate and speaker pro tempore of 1 7 the house, shall receivean annuala salary oftwentytwenty- 1 8 five thousandoneeight hundredtwentydollars for the year 1 919972005 and subsequent odd-numbered years, and a salary of 1 10 fourteen thousand dollars for the year 2006 and subsequent 1 11 even-numbered years, while serving as a member of the general 1 12 assembly. In addition, each such member shall receive the sum 1 13 ofeighty-sixone hundred one dollars per day for expenses of 1 14 office, except travel, for each day the general assembly is in 1 15 session commencing with the first day of a legislative session 1 16 and ending with the day of final adjournment of each 1 17 legislative session as indicated by the journals of the house 1 18 and senate, except that if the length of the first regular 1 19 session of the general assembly exceeds one hundred ten 1 20 calendar days and the second regular session exceedsone1 21hundredsixty calendar days, the payments shall be made only 1 22 for one hundred ten calendar days for the first session and 1 23one hundredsixty calendar days for the second session. 1 24 Members from Polk county shall receivesixty-fiveseventy-six 1 25 dollars per day. Each member shall receive a two hundred 1 26 dollar per month allowance for legislative district 1 27 constituency postage, travel, telephone costs, and other 1 28 expenses. Travel expenses shall be paid at the rate 1 29 established by section 18.117 for actual travel in going to 1 30 and returning from the seat of government by the nearest 1 31 traveled route for not more than one time per week during a 1 32 legislative session. 1 33 2. The speaker of the house, presiding officer of the 1 34 senate, and the majority and minority floor leader of each 1 35 house shall each receivean annuala salary ofthirty-one2 1 thirty-nine thousandthirtyone hundred dollars for the year 2 219972005 and subsequent odd-numbered years, and a salary of 2 3 twenty-six thousand eight hundred fifty dollars for the year 2 4 2006 and subsequent even-numbered years, while serving in that 2 5 capacity. The president pro tempore of the senate and the 2 6 speaker pro tempore of the house shall receivean annuala 2 7 salary oftwenty-onetwenty-six thousandtwoeight hundred 2 8ninetyfifty dollars for the year19972005 and subsequent 2 9 odd-numbered years, and a salary of eighteen thousand four 2 10 hundred dollars for the year 2006 and subsequent even-numbered 2 11 years, while serving in that capacity. Expense and travel 2 12 allowances shall be the same for the speaker of the house and 2 13 the presiding officer of the senate, the president pro tempore 2 14 of the senate and the speaker pro tempore of the house, and 2 15 the majority and minority leader of each house as provided for 2 16 other members of the general assembly. 2 17 Sec. 2. Section 2.10, subsection 8, Code 2003, is amended 2 18 by striking the subsection. 2 19 Sec. 3. EFFECTIVE DATE. This Act takes effect upon the 2 20 convening of the Eighty-first General Assembly in January 2 21 2005. 2 22 EXPLANATION 2 23 This bill modifies the salary and per diem expenses paid to 2 24 members of the general assembly. The bill takes effect upon 2 25 the convening of the 81st General Assembly in January 2005. 2 26 The bill provides that members of the general assembly 2 27 receive $25,800 for the first year of a general assembly (odd- 2 28 numbered year) and $14,000 for the second year of a general 2 29 assembly (even-numbered year). Under current law, members of 2 30 the 80th General Assembly receive an annual salary of 2 31 $21,380.54. In addition, for the speaker of the house, 2 32 presiding officer of the senate, and the majority and minority 2 33 floor leader of each house, the bill provides that they shall 2 34 receive $39,100 for the first year of a general assembly and 2 35 $26,850 for the second year of a general assembly instead of 3 1 the current annual salary of $32,974.06. Similarly, the bill 3 2 provides that the president pro tempore of the senate and the 3 3 speaker pro tempore of the house shall receive $26,850 for the 3 4 first year of a general assembly and $18,400 for the second 3 5 year of a general assembly instead of the current annual 3 6 salary of $22,623.84. 3 7 The bill also raises the payment for the expenses of office 3 8 during a regular legislative session to $101 per day, from the 3 9 current $86 per day, for members not residing in Polk county, 3 10 $0 and $76 per day, from the current $65 per day, for members 3 11 residing in Polk county. However, the bill provides that 3 12 payment is limited to 60 calendar days, instead of the current 3 13 100 days, during the second regular session in even-numbered 3 14 years. 3 15 LSB 1861HH 80 3 16 ec/cl/14
