  1  4 AUTHORIZING THE ISSUANCE OF SPECIAL REGISTRATION PLATES TO
  1  5    OWNERS OF MOTOR TRUCKS.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8 
  1  9    Section 1.  Section 321.34, subsection 3, Code 2003, is
  1 10 amended to read as follows:
  1 11    3.  RADIO OPERATORS PLATES.  The owner of an automobile,
  1 12 light delivery truck, panel delivery truck, motorcycle,
  1 13 trailer, or pickup motor truck who holds an amateur radio
  1 14 license issued by the federal communications commission may,
  1 15 upon written application to the county treasurer accompanied
  1 16 by a fee of five dollars, order special registration plates
  1 17 bearing the call letters authorized the radio station covered
  1 18 by the person's amateur radio license.  When received by the
  1 19 county treasurer, such special registration plates shall be
  1 20 issued to the applicant in exchange for the registration
  1 21 plates previously issued to the person.  Not more than one set
  1 22 of special registration plates may be issued to an applicant.
  1 23 Said fee shall be in addition to and not in lieu of the fee
  1 24 for regular registration plates.  Special registration plates
  1 25 must be surrendered upon expiration of the owner's amateur
  1 26 radio license and the owner shall thereupon be entitled to the
  1 27 owner's regular registration plates.  The county treasurer
  1 28 shall validate special plates in the same manner as regular
  1 29 registration plates, upon payment of five dollars in addition
  1 30 to the regular annual registration fee.
  1 31    Sec. 2.  Section 321.34, subsection 8, unnumbered paragraph
  1 32 1, Code 2003, is amended to read as follows:
  1 33    The owner of a motor vehicle subject to registration under
  1 34 section 321.109, subsection 1, light delivery truck, panel
  1 35 delivery truck, motorcycle, trailer, or pickup motor truck who
  2  1 has been awarded the congressional medal of honor may, upon
  2  2 written application to the department, order special
  2  3 registration plates which shall be red, white, and blue in
  2  4 color and shall bear an emblem of the congressional medal of
  2  5 honor and an identifying number.  Each applicant applying for
  2  6 special registration plates under this subsection may purchase
  2  7 only one set of registration plates under this subsection.
  2  8 The application is subject to approval by the department and
  2  9 the special registration plates shall be issued to the
  2 10 applicant in exchange for the registration plates previously
  2 11 issued to the person.  The special plates are subject to an
  2 12 annual registration fee of fifteen dollars.  The department
  2 13 shall validate the special plates in the same manner as
  2 14 regular registration plates are validated under this section.
  2 15 The department shall not issue special registration plates
  2 16 until service organizations in the state have furnished the
  2 17 department either the special dies or the cost of the special
  2 18 dies necessary for the manufacture of the special registration
  2 19 plate.
  2 20    Sec. 3.  Section 321.34, subsection 8A, unnumbered
  2 21 paragraph 1, Code 2003, is amended to read as follows:
  2 22    The owner of a motor vehicle subject to registration under
  2 23 section 321.109, subsection 1, light delivery truck, panel
  2 24 delivery truck, motorcycle, trailer, or pickup motor truck who
  2 25 was a prisoner of war during the Second World War at any time
  2 26 between December 7, 1941, and December 31, 1946, the Korean
  2 27 Conflict at any time between June 25, 1950, and January 31,
  2 28 1955, or the Vietnam Conflict at any time between August 5,
  2 29 1964, and June 30, 1973, all dates inclusive, may, upon
  2 30 written application to the department, order only one set of
  2 31 special registration plates with an ex-prisoner of war
  2 32 processed emblem.  The emblem shall be designed by the
  2 33 department in cooperation with the adjutant general and shall
  2 34 signify that the owner was a prisoner of war as described in
  2 35 this subsection.  The application is subject to approval by
  3  1 the department, in consultation with the adjutant general.
  3  2 The special plates shall be issued at no charge and are
  3  3 subject to an annual registration fee of fifteen dollars.  The
  3  4 county treasurer shall validate the special plates in the same
  3  5 manner as regular registration plates are validated under this
  3  6 section.
  3  7    Sec. 4.  Section 321.34, subsections 10 and 10A, Code 2003,
  3  8 are amended to read as follows:
  3  9    10.  FIRE FIGHTER PLATES.  The owner of a motor vehicle
  3 10 subject to registration pursuant to section 321.109,
  3 11 subsection 1, light delivery truck, panel delivery truck,
  3 12 pickup, motor truck, motor home, multipurpose vehicle,
  3 13 motorcycle, trailer, or travel trailer who is a current or
  3 14 former member of a paid or volunteer fire department, may upon
  3 15 written application to the department, order special
  3 16 registration plates, designed by the department in cooperation
  3 17 with representatives designated by the Iowa fire fighters'
  3 18 associations, which plates signify that the applicant is a
  3 19 current or former member of a paid or volunteer fire
  3 20 department.  The application shall be approved by the
  3 21 department, in consultation with representatives designated by
  3 22 the Iowa fire fighters' associations, and the special
  3 23 registration plates shall be issued to the applicant in
  3 24 exchange for the registration plates previously issued to the
  3 25 person.  The fee for the special plates shall be twenty-five
  3 26 dollars which shall be in addition to the regular annual
  3 27 registration fee.  The department shall validate the special
  3 28 plates in the same manner as regular registration plates are
  3 29 validated under this section at the regular annual
  3 30 registration fee.
  3 31    10A.  EMERGENCY MEDICAL SERVICES PLATES.  The owner of a
  3 32 motor vehicle subject to registration pursuant to section
  3 33 321.109, subsection 1, light delivery truck, panel delivery
  3 34 truck, pickup, motor truck, motor home, multipurpose vehicle,
  3 35 motorcycle, trailer, or travel trailer who is a current member
  4  1 of a paid or volunteer emergency medical services agency may,
  4  2 upon written application to the department, order special
  4  3 registration plates, designed by the department in cooperation
  4  4 with representatives designated by the Iowa emergency medical
  4  5 services association, which plates signify that the applicant
  4  6 is a current member of a paid or volunteer emergency medical
  4  7 services agency.  The application shall be approved by the
  4  8 department, in consultation with representatives designated by
  4  9 the Iowa emergency medical services association, and the
  4 10 special registration plates shall be issued to the applicant
  4 11 in exchange for the registration plates previously issued to
  4 12 the person.  The fee for the special plates shall be twenty-
  4 13 five dollars which shall be in addition to the regular annual
  4 14 registration fee.  The department shall validate the special
  4 15 plates in the same manner as regular registration plates are
  4 16 validated under this section at the regular annual
  4 17 registration fee.
  4 18    Sec. 5.  Section 321.34, subsection 11, paragraph a, Code
  4 19 2003, is amended to read as follows:
  4 20    a.  Upon application and payment of the proper fees, the
  4 21 director may issue natural resources plates to the owner of a
  4 22 motor vehicle subject to registration under section 321.109,
  4 23 subsection 1, light delivery truck, panel delivery truck,
  4 24 pickup, motor truck, motor home, multipurpose vehicle,
  4 25 motorcycle, trailer, or travel trailer.
  4 26    Sec. 6.  Section 321.34, subsection 11A, paragraph a, Code
  4 27 2003, is amended to read as follows:
  4 28    a.  Upon application and payment of the proper fees, the
  4 29 director may issue "love our kids" plates to the owner of a
  4 30 motor vehicle subject to registration under section 321.109,
  4 31 subsection 1, light delivery truck, panel delivery truck,
  4 32 pickup, motor truck, motor home, multipurpose vehicle,
  4 33 motorcycle, trailer, or travel trailer.
  4 34    Sec. 7.  Section 321.34, subsection 11B, paragraph a, Code
  4 35 2003, is amended to read as follows:
  5  1    a.  Upon application and payment of the proper fees, the
  5  2 director may issue "motorcycle rider education" plates to the
  5  3 owner of a motor vehicle subject to registration under section
  5  4 321.109, subsection 1, light delivery truck, panel delivery
  5  5 truck, pickup, motor truck, motor home, multipurpose vehicle,
  5  6 motorcycle, trailer, or travel trailer.
  5  7    Sec. 8.  Section 321.34, subsection 12, paragraph a, Code
  5  8 2003, is amended to read as follows:
  5  9    a.  The owner of a motor vehicle subject to registration
  5 10 pursuant to section 321.109, subsection 1, light delivery
  5 11 truck, panel delivery truck, pickup, motor truck, motor home,
  5 12 multipurpose vehicle, motorcycle, trailer, or travel trailer
  5 13 may, upon written application to the department, order special
  5 14 registration plates with a distinguishing processed emblem as
  5 15 authorized by this section or as approved by the department.
  5 16 The fee for the issuance of special registration plates is
  5 17 twenty-five dollars for each vehicle, unless otherwise
  5 18 provided by this section, which fee is in addition to the
  5 19 regular annual registration fee.  The county treasurer shall
  5 20 validate special registration plates with a distinguishing
  5 21 processed emblem in the same manner as regular registration
  5 22 plates, upon payment of five dollars in addition to the
  5 23 regular annual registration fee.
  5 24    Sec. 9.  Section 321.34, subsection 15, unnumbered
  5 25 paragraph 1, Code 2003, is amended to read as follows:
  5 26    The owner of a motor vehicle subject to registration under
  5 27 section 321.109, subsection 1, light delivery truck, panel
  5 28 delivery truck, motorcycle, trailer, or pickup motor truck,
  5 29 who has been awarded the legion of merit may, upon written
  5 30 application to the department and presentation of satisfactory
  5 31 proof of the award of the legion of merit as established by
  5 32 the Congress of the United States, order special registration
  5 33 plates with a legion of merit processed emblem.  The emblem
  5 34 shall be designed by the department in cooperation with the
  5 35 adjutant general and shall signify that the owner was awarded
  6  1 the legion of merit.  The application is subject to approval
  6  2 by the department, in consultation with the adjutant general.
  6  3 The special plates shall be issued at no charge and are
  6  4 subject to an annual registration fee of fifteen dollars.  The
  6  5 county treasurer shall validate the special plates in the same
  6  6 manner as regular registration plates are validated under this
  6  7 section.
