1 1 Section 1. PLACEMENT OF TRAFFIC DEVICES IN CITIES
1 2 STUDY. The state department of transportation shall establish
1 3 a two-year pilot project that waives the requirements of the
1 4 "Manual on Uniform Traffic Control Devices" to allow the
1 5 placement of traffic devices along state highways within the
1 6 corporate limits of a city upon the request of such a waiver
1 7 from the department by a city council and granting of the
1 8 request. The department shall choose up to two cities in the
1 9 state that apply to the department to participate in the pilot
1 10 project. The participating cities shall bear the cost of
1 11 placing and operating the traffic devices and shall be
1 12 responsible for any liability incurred because of the traffic
1 13 devices. The department shall submit a report to the general
1 14 assembly on or before December 1, 2004, regarding the pilot
1 15 project and recommendations regarding the continuation or
1 16 expansion of the project.
1 17 EXPLANATION
1 18 This bill requires the state department of transportation
1 19 to establish a two-year pilot project that waives the
1 20 requirements of the "Manual on Uniform Traffic Control
1 21 Devices" to allow up to two cities to place traffic devices
1 22 along state highways within the city limits upon request by
1 23 the city council. Cities chosen to participate in the pilot
1 24 project bear the cost of placing and operating the traffic
1 25 devices and liability incurred because of the traffic devices.
1 26 The department must submit a report to the general assembly on
1 27 or before December 1, 2004, concerning the pilot project and
1 28 recommendations concerning the continuation or expansion of
1 29 the project.
