1 1 Section 1. Section 321.34, Code 2003, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 23. BREAST CANCER AWARENESS PLATES.
1 4 a. An owner referred to in subsection 12, upon written
1 5 application to the department, may order special registration
1 6 plates with a breast cancer awareness emblem. The emblem
1 7 shall be designed by the department and shall contain an image
1 8 of a pink ribbon.
1 9 b. The special fee for letter number designated breast
1 10 cancer awareness plates is thirty-five dollars. The special
1 11 fee for personalized plates is twenty-five dollars, which
1 12 shall be paid in addition to the special fee of thirty-five
1 13 dollars. The annual special fee for letter number designated
1 14 breast cancer awareness plates is ten dollars and the annual
1 15 special fee for personalized plates is fifteen dollars, which
1 16 shall be paid in addition to the regular annual registration
1 17 fee.
1 18 c. The fees collected by the director under this
1 19 subsection shall be paid monthly to the treasurer of state and
1 20 credited to the road use tax fund. Notwithstanding section
1 21 423.24, and prior to the crediting of revenues to the road use
1 22 tax fund under section 423.24, subsection 1, paragraph "b",
1 23 the treasurer of state shall transfer monthly from those
1 24 revenues to the Iowa department of public health the amount of
1 25 the special fees collected in the previous month for the
1 26 breast cancer awareness plates. The Iowa department of public
1 27 health shall distribute one hundred percent of the funds
1 28 received monthly in the form of grants to support breast
1 29 cancer screenings for both men and women who meet eligibility
1 30 requirements like those established by the Susan G. Komen
1 31 foundation. In the awarding of grants, the Iowa department of
1 32 public health shall give first consideration to affiliates of
1 33 the Susan G. Komen foundation and similar nonprofit
1 34 organizations providing breast cancer screenings in Iowa.
1 35 Notwithstanding section 8.33, moneys transferred under this
2 1 subsection shall not revert to the general fund of the state.
2 2 Sec. 2. CONSULTATION. The state department of
2 3 transportation shall consult with the Susan G. Komen
2 4 foundation in designing the emblem for the special breast
2 5 cancer awareness plates as required in this Act.
2 6 EXPLANATION
2 7 This bill establishes a special breast cancer awareness
2 8 motor vehicle registration plate to be issued by the state
2 9 department of transportation. The plate will bear a processed
2 10 emblem with an image of a pink ribbon signifying breast cancer
2 11 awareness. The special fee for initial issuance of the plate
2 12 is $35 for letter number designated plates and $60 for
2 13 personalized plates. The annual special fee, to be paid in
2 14 addition to the regular annual registration fee, is $10 for
2 15 letter number designated plates and $15 for personalized
2 16 plates.
2 17 The treasurer of state is directed to transfer the special
2 18 fees from breast cancer awareness plates to the Iowa
2 19 department of public health. The department shall distribute
2 20 100 percent of the funds in the form of grants to Iowa
2 21 affiliates of the Susan G. Komen foundation or similar
2 22 nonprofit organizations operating in Iowa to be used for
2 23 breast cancer screening for men and women who meet eligibility
2 24 requirements like those established by the Komen foundation.
