PAG LIN 1 1 Section 1. Section 514I.5, subsection 8, paragraph e, Code 1 2 2003, is amended by adding the following new subparagraphs: 1 3 NEW SUBPARAGRAPH. (15) Care coordination. For the 1 4 purposes of this subparagraph, "care coordination" means 1 5 coordinating the provision of services to children and 1 6 families to ensure that the children receive health care 1 7 services by promoting the coordination of social supports and 1 8 medical services across organizations and providers. Care 1 9 coordination may include but is not limited to educating 1 10 families about the services provided under the family's health 1 11 insurance coverage plan; assisting families in selecting 1 12 providers; assisting families with scheduling of health care 1 13 appointments, transportation to attend health care 1 14 appointments, and translation during health care appointments; 1 15 and assisting families in accessing community support 1 16 services. 1 17 NEW SUBPARAGRAPH. (16) Dental services, including the 1 18 coverage of partial dentures and dentures, with an annual 1 19 coverage maximum of one thousand five hundred dollars. 1 20 NEW SUBPARAGRAPH. (17) Mental health and substance abuse 1 21 benefits, including coverage of Axis I and Axis II diagnoses 1 22 as specified in the diagnostic and statistical manual of 1 23 mental disorders; coverage of the full continuum of 1 24 evaluation, treatment, and services; provision of adequate 1 25 provider panels; use of admission, discharge, continued stay, 1 26 and placement criteria specific to children and adolescents; 1 27 and the use of Iowa juvenile placement criteria for substance 1 28 abuse services. 1 29 NEW SUBPARAGRAPH. (18) Medically necessary nutrition 1 30 services provided by a licensed dietician based upon a 1 31 physician referral. 1 32 NEW SUBPARAGRAPH. (19) Occupational therapy services 1 33 provided by a licensed occupational therapist. 1 34 NEW SUBPARAGRAPH. (20) Case management for children with 1 35 special health care needs. For the purposes of this 2 1 subparagraph, "case management" means services intended to 2 2 coordinate various clinical services to ensure the best 2 3 clinical outcomes, and "children with special health care 2 4 needs" means children who have or are at increased risk for a 2 5 chronic physical, developmental, behavioral, or emotional 2 6 condition and who also require health and related services of 2 7 a type or amount beyond that required by children generally. 2 8 EXPLANATION 2 9 This bill adds benefits to the health program benefit 2 10 package of the healthy and well kids in Iowa program including 2 11 care coordination, dental services, mental health and 2 12 substance abuse benefits, institution services, occupational 2 13 therapy services, and case management for children with 2 14 special health care needs. 2 15 LSB 2115HH 80 2 16 pf/pj/5
