Code section 257.8 currently 1 23 provides that the state percent of growth shall be enacted 1 24 within 30 days of the submission of the governor's budget in 1 25 the year preceding the base year. The bill provides that for 1 26 the purposes of determining the state percent of growth for 1 27 the budget year beginning July 1, 2004, and succeeding budget 1 28 years, the deadline shall be changed to enactment during the 1 29 30-day period immediately preceding the last calendar date on 1 30 which per-day expenses of office would be payable during a 1 31 regular session of the general assembly as specified in Code 1 32 section 2.10 in the year preceding the base year. The 1 33 practical effect of this change would be to delay the 1 34 requirement for establishing the state percent of growth from 1 35 the initial 30 days of each legislative session to the final 2 1 30 days. 2 2 The bill takes effect upon enactment. 2 3 LSB 1349HH 80 2 4 rn/pj/5
