  1  1           HOUSE CONCURRENT RESOLUTION NO.    
  1  2                       BY  TYMESON
  1  3 A Concurrent Resolution requesting the Legislative
  1  4    Council to create a learning technology commission
  1  5    to examine options for integrating technology into
  1  6    the classroom to prepare students for an economy
  1  7    that is increasingly dependent on technology and
  1  8    innovation.
  1  9    WHEREAS, the General Assembly finds that technology
  1 10 has a key role in revolutionizing the state's
  1 11 education system, and the integration of technology
  1 12 into the school curriculum can motivate and assist
  1 13 students to achieve at high levels and prepare them to
  1 14 become the knowledge workers of the 21st Century
  1 15 workforce by providing them with the skills necessary
  1 16 to compete in the global market; and
  1 17    WHEREAS, many Iowa schools are implementing
  1 18 technology projects and updating technology in their
  1 19 classrooms, including projects involving distance
  1 20 learning, virtual learning, and laptop computers in
  1 21 the classroom; and
  1 22    WHEREAS, technology offers this state a significant
  1 23 opportunity to improve the performance of its schools
  1 24 and to promote a wide range of high-quality
  1 25 educational options utilizing technology for children
  1 26 enrolled in the schools of this state; NOW THEREFORE,
  1 27    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  1 28 SENATE CONCURRING, That the General Assembly requests
  1 29 that the Legislative Council create a learning
  1 30 technology commission, to be charged with developing a
  2  1 learning technology plan to achieve the goal of
  2  2 preparing students for an economy that is increasingly
  2  3 dependent on technology and innovation.  The
  2  4 commission shall examine the use of technology in
  2  5 Iowa's and the nation's elementary and secondary
  2  6 classrooms; and
  2  7    BE IT FURTHER RESOLVED, That the plan developed by
  2  8 the commission shall include, but not be limited to,
  2  9 the following:
  2 10    1.  The costs and benefits of each component of the
  2 11 plan.
  2 12    2.  The professional development needed to
  2 13 integrate learning technology into classroom
  2 14 technology.
  2 15    3.  Strategies for implementation of the plan,
  2 16 including, at a minimum, phasing in the plan over a
  2 17 term of years.
  2 18    4.  Strategies that coordinate the learning
  2 19 technology in kindergarten through grade twelve with
  2 20 the initiatives and resources of the department of
  2 21 education, Iowa communications network, area education
  2 22 agencies, higher education institutions providing
  2 23 approved practitioner preparation programs, and other
  2 24 accredited postsecondary institutions in the state.
  2 25    5.  Procedures for data tracking and assessment of
  2 26 the progress in implementing the goals of the
  2 27 initiative and the plan.
  2 28    6.  Strategies to establish a public-private
  2 29 partnership between state government and a private
  2 30 sector business having relevant knowledge and
  3  1 experience; and
  3  2    BE IT FURTHER RESOLVED, That the plan shall be
  3  3 consistent with the following guiding principles:
  3  4    1.  EQUITY.  The plan shall promote equal
  3  5 opportunity for and provide meaningful access to
  3  6 wireless and other learning technology resources for
  3  7 all Iowa students regardless of geographic location or
  3  8 economic means.
  3  9    2.  INTEGRATION WITH THE STUDENT ACHIEVEMENT AND
  3 10 TEACHER QUALITY PROGRAM ESTABLISHED IN CHAPTER 284.
  3 11 The plan shall support student achievement through the
  3 12 integration of learning technologies that are content-
  3 13 focused and that add value to existing instructional
  3 14 methods.
  3 15    3.  SUSTAINABILITY.  The plan shall provide for the
  3 16 future sustainability of learning technology resources
  3 17 by adapting to future educational needs and
  3 18 technological changes.
  3 19    4.  TEACHER PREPARATION AND PROFESSIONAL
  3 20 DEVELOPMENT.  The plan shall provide professional
  3 21 development and training programs for administrators,
  3 22 teachers and other educators in the use and
  3 23 integration of learning technology tools in curriculum
  3 24 development, instructional methods, and student
  3 25 assessment systems.
  3 26    5.  ECONOMIC DEVELOPMENT.  The plan shall foster
  3 27 economic development across all regions of the state
  3 28 and the preparation of students for an economy that
  3 29 embraces technology and innovation; and
  3 30    BE IT FURTHER RESOLVED, That the commission shall
  4  1 be appointed no later than July 1, 2004.
  4  2    1.  The commission membership shall consist of the
  4  3 following:
  4  4    a.  Seven voting members from the general public
  4  5 who shall be appointed by the Legislative Council.
  4  6    b.  One nonvoting, ex officio member who is a
  4  7 member of the state board of education and is
  4  8 appointed by the chairperson of the state board of
  4  9 education.
  4 10    c.  One nonvoting, ex officio member who is the
  4 11 state librarian or the state librarian's designee.
  4 12    d.  One nonvoting, ex officio member representing
  4 13 public postsecondary education institutions who is
  4 14 employed by a public postsecondary institution and is
  4 15 appointed by the Legislative Council.
  4 16    e.  Three nonvoting, ex officio members
  4 17 representing three different school districts and who
  4 18 are appointed by the Legislative Council as follows:
  4 19    (1)  From a list of three names submitted by a
  4 20 certified employee organization representing teachers
  4 21 licensed under chapter 272, a teacher employed by a
  4 22 school district.
  4 23    (2)  From a list of three names submitted by a
  4 24 statewide organization representing administrators
  4 25 licensed under chapter 272, an administrator employed
  4 26 by a school district.
  4 27    (3)  From a list of three names submitted by a
  4 28 statewide organization representing school boards, a
  4 29 member of a board of directors of a school district.
  4 30    f.  One nonvoting, ex officio member representing
  5  1 area education agencies who is appointed by the
  5  2 Legislative Council from a list of three names
  5  3 submitted by area education administrators.
  5  4    g.  One nonvoting, ex officio member who is a
  5  5 member of the Senate and is appointed by the President
  5  6 of the Senate.
  5  7    h.  One nonvoting, ex officio member who is a
  5  8 member of the House of Representatives and is
  5  9 appointed by the Speaker of the House of
  5 10 Representatives.
  5 11    2.  Commission members shall be appointed in
  5 12 compliance with sections 69.16 and 69.16A.
  5 13 Appointments of public members shall be made to
  5 14 provide broad representation of the various
  5 15 geographical areas of the state insofar as possible.
  5 16    3.  In appointing members to the commission, proper
  5 17 consideration shall be given to persons with
  5 18 experience or special knowledge in one or more of the
  5 19 following areas:  education, business, economic
  5 20 development, technology, and finance.
  5 21    4.  The commission shall elect a chairperson and a
  5 22 vice-chairperson from among the voting members of the
  5 23 commission; and
  5 24    BE IT FURTHER RESOLVED, That the commission shall
  5 25 submit its findings, recommendations, and its learning
  5 26 technology plan in a report to the General Assembly by
  5 27 December 15, 2004.
