1 1 HOUSE CONCURRENT RESOLUTION NO. ___
1 2 BY MILLER
1 3 A Concurrent Resolution urging the Senate and the
1 4 House of Representatives to consider the budget
1 5 certification deadline for cities and counties
1 6 when enacting legislation reducing standing
1 7 appropriations of funds to local governments.
1 8 WHEREAS, cities and counties are required by state
1 9 statute to certify their budgets by March 15 of each
1 10 year; and
1 11 WHEREAS, a portion of revenues listed in a city or
1 12 county budget each fiscal year are standing unlimited
1 13 appropriations made to reimburse certain property tax
1 14 credits required by state statute to be given to
1 15 property taxpayers; and
1 16 WHEREAS, a city or county does not have an
1 17 opportunity to recertify the budget to make an
1 18 adjustment for the loss of expected revenue from the
1 19 state when a standing appropriation is reduced by
1 20 action of the general assembly and the reduction takes
1 21 place after certification of city or county budgets;
1 22 and
1 23 WHEREAS, a city or county is forced to give less
1 24 property tax relief to taxpayers or to make cuts in
1 25 spending when a standing appropriation is reduced by
1 26 action of the general assembly and the reduction takes
1 27 place after certification of city or county budgets;
1 28 NOW THEREFORE,
1 29 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 30 SENATE CONCURRING, That both the Senate and the House
2 1 of Representatives are urged to consider the budget
2 2 certification deadline for cities and counties when
2 3 considering and enacting legislation reducing standing
2 4 appropriations of funds to local governments.
