1 3 A Concurrent Resolution to amend the joint rules of
1 4 the Senate and House of Representatives relating to
1 5 fiscal notes.
1 6 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 7 SENATE CONCURRING, That rule 17 of the joint rules of
1 8 the Senate and House of Representatives for the
1 9 Eightieth General Assembly is amended by adding the
1 10 following new unnumbered paragraph after unnumbered
1 11 paragraph 2:
1 12 NEW UNNUMBERED PARAGRAPH. In addition, a fiscal
1 13 note shall provide a dynamic score to quantify the
1 14 effects of the policy, revenue, or expenditure changes
1 15 made by the bill on key economic variables and
1 16 behavioral reactions. Economic variables reflected in
1 17 the dynamic score may include but are not limited to
1 18 work effort, labor market participation, and capital
1 19 formation. The fiscal note shall provide the
1 20 assumptions made in calculating the dynamic score.
