VAN FOSSEN, WATTS, WENDT, WHITAKER, 1 18 WILDERDYKE, and WINCKLER 1 19 A Concurrent Resolution relating to the federal Medicare 1 20 program and requesting assistance from the federal 1 21 government. 1 22 WHEREAS, the federal Medicare program provides 1 23 health care coverage for more than 485,000 Iowa senior 1 24 citizens and disabled persons; and 1 25 WHEREAS, all Americans equally contribute payroll 1 26 taxes to fund the federal Medicare program; and 1 27 WHEREAS, Iowa has a disproportionately large number 1 28 of federal Medicare enrollees, making Iowa health care 1 29 providers particularly dependent on federal Medicare 1 30 payments as a revenue source; and 2 1 WHEREAS, according to the Centers for Medicare and 2 2 Medicaid Services of the United States Department of 2 3 Health and Human Services, Iowa hospitals provide the 2 4 eighth highest quality care of any state in the 2 5 nation; and 2 6 WHEREAS, the current federal Medicare funding 2 7 formula has created inequitable payments, leaving Iowa 2 8 with the lowest per-enrollee payment level in the 2 9 nation; and 2 10 WHEREAS, Iowa's unfairly low federal Medicare 2 11 payments are a drain on Iowa's economy, costing the 2 12 state of Iowa approximately $1 billion annually in 2 13 Medicare reimbursement funding that could aid in the 2 14 payment of health care costs of Medicare-eligible 2 15 residents; and 2 16 WHEREAS, Iowa's unfairly low federal Medicare 2 17 payments make it difficult to recruit physicians, 2 18 nurses, and other health care professionals, who are 2 19 in great demand throughout Iowa and the nation; and 2 20 WHEREAS, the United States Congress has the 2 21 authority to pass legislation to address Iowa's 2 22 Medicare equity concerns; NOW THEREFORE, 2 23 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 2 24 SENATE CONCURRING, That the General Assembly of the 2 25 State of Iowa urges the United States Congress to pass 2 26 legislation that addresses Iowa's Medicare equity 2 27 concerns; and 2 28 BE IT FURTHER RESOLVED, That copies of this 2 29 Resolution be sent by the Chief Clerk of the House of 2 30 Representatives to the President of the United States, 3 1 the President of the United States Senate, the Speaker 3 2 of the United States House of Representatives, and to 3 3 all members of Iowa's congressional delegation. 3 4 LSB 1822HH 80 3 5 pf/cf/24.1
