1 1 Amend House File 2578 as follows:
1 2 #1. Page 18, by inserting after line 28 the
1 3 following:
1 4 "Sec. . HELP AMERICA VOTE ACT. There is
1 5 appropriated from the general fund of the state to the
1 6 office of the secretary of state for the fiscal year
1 7 beginning July 1, 2003, and ending June 30, 2004, the
1 8 following amount, or so much thereof as is necessary,
1 9 to be used for the purposes designated:
1 10 For the purchase and installation of voting
1 11 machines to implement the federal Help America Vote
1 12 Act (HAVA):
1 13 .................................................. $ 765,000
1 14 Of the federal funds drawn down pursuant to HAVA,
1 15 not less than 80 percent shall be distributed to
1 16 counties for the implementation of that Act.
1 17 The state commissioner of elections shall report to
1 18 the general assembly regarding the expenditure of the
1 19 moneys appropriated in this subsection by January 2,
1 20 2005, and July 1, 2005.
1 21 Notwithstanding section 8.33, moneys appropriated
1 22 in this section that remain unencumbered or
1 23 unobligated at the close of the fiscal year shall not
1 24 revert but shall remain available for expenditure for
1 25 the purposes designated until the close of the
1 26 succeeding fiscal year."
1 27 #2. Page 20, line 7, by striking the word and
1 28 figure "Section 27" and inserting the following:
1 29 "1. The section of this division of this Act
1 30 providing an appropriation for implementation of the
1 31 federal Help America Vote Act, being deemed of
1 32 immediate importance, takes effect upon enactment.
1 33 2. The section".
1 34 #3. By renumbering as necessary.
