  1  1    Amend House File 2578 as follows:
  1  2    #1.  Page 6, by striking lines 16 through 18 and
  1  3 inserting the following:  "For grants awarded under
  1  4 the home modification grant program for veterans
  1  5 created in section 35A.13, as enacted by this division
  1  6 of this Act, notwithstanding section 8.57, subsection
  1  7 5, paragraph "c":"
  1  8    #2.  Page 7, by inserting after line 7 the
  1  9 following:
  1 10    "Sec.    .  NEW SECTION.  35A.13  HOME MODIFICATION
  1 11 GRANT PROGRAM FOR VETERANS.
  1 12    1.  For the purposes of this section, "veteran"
  1 13 means the same as defined in section 35.1 or a
  1 14 resident of this state who served in the armed forces
  1 15 of the United States, completed a minimum aggregate of
  1 16 ninety days of active federal service, and was
  1 17 discharged under honorable conditions.
  1 18    2.  A veterans home modification grant program is
  1 19 created under the control of the commission.  The
  1 20 veterans home modification grant program shall provide
  1 21 grants to veterans who have a service-connected,
  1 22 permanent disability, rating less than fifty percent
  1 23 as verified by the United States department of
  1 24 veterans affairs or a branch of the United States
  1 25 armed forces.  Grants shall be awarded for home
  1 26 modifications that are designed to meet the needs of
  1 27 the veteran with the disability who will be residing
  1 28 in the home.
  1 29    3.  It is the intent of the general assembly that
  1 30 the program be equitably accessible to eligible
  1 31 veterans throughout the state.
  1 32    4.  The commission shall adopt rules pursuant to
  1 33 chapter 17A to administer the program.
  1 34    a.  The rules shall establish criteria for the
  1 35 awarding of grants, including the maximum amount
  1 36 available per grant.  In determining the maximum
  1 37 amount available per grant, the commission shall
  1 38 consider the number of potential recipients statewide.
  1 39    b.  The rules shall provide that eligible
  1 40 modifications may include but are not limited to any
  1 41 of the following:
  1 42    (1)  Bathroom modifications.
  1 43    (2)  Installation of grab bars and handrails.
  1 44    (3)  Kitchen modifications.
  1 45    (4)  Lifting devices.
  1 46    (5)  Main-level bathroom or bedroom additions.
  1 47    (6)  Ramp additions or repair.
  1 48    (7)  Sidewalk additions or repair.
  1 49    (8)  The widening of doorways or hallways.
  1 50    c.  The rules shall specify the types of eligible
  2  1 residences, which shall include but are not limited to
  2  2 single-family residences owned by the veteran.
  2  3    d.  The rules shall provide for a waiting list
  2  4 system to be instituted if the total amount of the
  2  5 grants awarded in a fiscal year exceeds available
  2  6 funding for that fiscal year."
