  1  1    Amend Senate File 2298, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 51, by inserting after line 28 the
  1  4 following:
  1  5    "Sec.    .  STUDENT ACHIEVEMENT AND TEACHER QUALITY
  1  6 PROGRAM.  Notwithstanding section 257.8, subsection 1,
  1  7 it is the intent of the general assembly that the
  1  8 appropriation for the student achievement and teacher
  1  9 quality program established in section 284.1 for the
  1 10 fiscal year beginning July 1, 2005, shall be increased
  1 11 by at least $44 million over the amount appropriated
  1 12 for the program for the fiscal year beginning July 1,
  1 13 2004."
  1 14    #2.  By striking page 183, line 32, through page
  1 15 184, line 9, and inserting the following:
  1 16    "Sec.    . Section 257.8, subsection 1, Code
  1 17 Supplement 2003, is amended to read as follows:
  1 18    1.  STATE PERCENT OF GROWTH.  The state percent of
  1 19 growth for the budget year beginning July 1, 2003, is
  1 20 two percent.  The state percent of growth for the
  1 21 budget year beginning July 1, 2004, is two percent.
  1 22 The state percent of growth for the budget year
  1 23 beginning July 1, 2005, is four percent.  The state
  1 24 percent of growth for each subsequent budget year
  1 25 shall be established by statute which shall be enacted
  1 26 within thirty days of the submission in the year
  1 27 preceding the base year of the governor's budget under
  1 28 section 8.21.  The establishment of the state percent
  1 29 of growth for a budget year shall be the only subject
  1 30 matter of the bill which enacts the state percent of
  1 31 growth for a budget year."
