  1  1    Amend the amendment, H-8365, to Senate File 2298,
  1  2 as amended, passed, and reprinted by the Senate, as
  1  3 follows:
  1  4    #1.  Page 1, by striking lines 11 through 44 and
  1  5 inserting the following:
  1  6    "#___.  Page 49, by inserting after line 18 the
  1  7 following:
  1  8    "Sec.    .  STATEWIDE TEACHER INTERN PROGRAM
  1  9 FEASIBILITY STUDY – FEDERAL GRANT APPLICATION
  1 10 COORDINATION.
  1 11    1.  The department of education shall work
  1 12 cooperatively with the state board of regents and
  1 13 other accredited postsecondary institutions with
  1 14 approved practitioner preparation programs to assess
  1 15 the feasibility of the offering of a teacher intern
  1 16 program that will be available statewide and which
  1 17 will meet the standards as provided in 281 IAC 77.
  1 18 The department shall, at minimum, collaborate with the
  1 19 state board of regents and the colleges of education
  1 20 at board's institutions of higher learning, and with
  1 21 other accredited postsecondary institutions with
  1 22 approved practitioner preparation programs.  The study
  1 23 shall include the projected enrollment, cost, delivery
  1 24 of the program via technology, and possible time lines
  1 25 for implementation of a statewide teacher intern
  1 26 program.  The study shall, at minimum, consider the
  1 27 establishment of a program operated through a regents
  1 28 institution under a cooperative arrangement with other
  1 29 postsecondary institutions, including institutions
  1 30 that do not have approved practitioner preparation
  1 31 programs, or with one or more area education agencies.
  1 32 The department shall submit a report summarizing the
  1 33 results of the study and making recommendations to the
  1 34 chairpersons and ranking members of the house and
  1 35 senate committees on education and the chairpersons
  1 36 and rankings members of the joint appropriations
  1 37 subcommittee on education by January 15, 2005.
  1 38    2.  The department shall work cooperatively with
  1 39 the state board of regents and other appropriate
  1 40 eligible grantees to obtain any available federal
  1 41 funding, including grants that may be available for
  1 42 the establishment and operation of a teacher intern
  1 43 program."
  1 44    #2.  Page 2, by inserting after line 31, the
  1 45 following:
  1 46    "#___.  Page 182, line 27, by inserting after the
  1 47 word "data" the following:  "regarding the salaries
  1 48 and benefits of administrators and"."
  1 49    #3.  Page 4, by striking lines 28 through 46 and
  1 50 inserting the following:  "paragraph "a".  If the
  2  1 director determines that the amount of claims for
  2  2 credit for property taxes due plus the amount of
  2  3 claims for reimbursement for rent constituting
  2  4 property tax paid which are to be paid during the
  2  5 fiscal year beginning July 1, 2004, will exceed the
  2  6 amount appropriated, the director shall estimate the
  2  7 percentage of the credits and reimbursements which
  2  8 will be funded by the appropriation and use the
  2  9 estimated percentage in computing for each claim the
  2 10 allowable amount of property tax credit and
  2 11 reimbursement for rent constituting property tax paid.
  2 12 If the amount of claims for credit for property taxes
  2 13 due to be paid during the fiscal year exceeds the
  2 14 amount remaining after payment to renters, the
  2 15 director shall prorate the payments to the counties
  2 16 for the property tax credit.  In order for the
  2 17 director to carry out the requirements of this
  2 18 section, notwithstanding any provision to the contrary
  2 19 in this chapter, claims for reimbursement for rent
  2 20 constituting property taxes paid filed before May 1,
  2 21 2005, shall be eligible to be paid during the fiscal
  2 22 year ending June 30, 2005, and those claims filed on
  2 23 or after May 1, 2005, shall be eligible to be paid
  2 24 during the fiscal year beginning July 1, 2005, and the
  2 25 director is not required to make payments to counties
  2 26 for the property tax credit before June 15, 2005."

  2 28 "instructional" the following:  "increased".
