  1  1    Amend the amendment, H-1600, to House File 700 as
  1  2 follows:
  1  3    #1.  Page 1, by inserting after line 3 the
  1  4 following:
  1  5    "Sec.    .  Section 331.247, subsection 4, as
  1  6 amended by 2003 Iowa Acts, Senate File 390, section
  1  7 11, if enacted, is amended by striking the subsection
  1  8 and inserting in lieu thereof the following:
  1  9    "4.  The consolidation charter is adopted only if
  1 10 all of the following apply:
  1 11    a.  A majority of the votes cast in the
  1 12 unincorporated area of the county approves the
  1 13 proposal.
  1 14    b.  A majority of the votes cast in the entire
  1 15 county approves the proposal.
  1 16    c.  A majority of the votes cast in at least one
  1 17 city named on the ballot approves the proposal.
  1 18    Sec.    .  Section 331.260, subsection 2,
  1 19 unnumbered paragraph 1, as amended by 2003 Iowa Acts,
  1 20 Senate File 390, section 20, if enacted, is amended to
  1 21 read as follows:
  1 22    A charter proposing a community commonwealth as an
  1 23 alternative form of government may be submitted to the
  1 24 voters only by a commission established under section
  1 25 331.232.  A majority vote by the commission is
  1 26 required for the submission of a charter proposing a
  1 27 community commonwealth as an alternative form of local
  1 28 government.  The commission submitting a community
  1 29 commonwealth form of government shall issue a final
  1 30 report and proposal.  Adoption of the proposed
  1 31 community commonwealth charter requires the approval
  1 32 of a majority of the votes cast in the entire county.
  1 33 A city named on the ballot is included in the
  1 34 community commonwealth if the proposed community
  1 35 commonwealth charter is approved by a majority of the
  1 36 votes cast in the city.  The community commonwealth
  1 37 charter is adopted only if all of the following apply:
  1 38    a.  A majority of the votes cast in the
  1 39 unincorporated area of the county approves the
  1 40 proposal.
  1 41    b.  A majority of the votes cast in the entire
  1 42 county approves the proposal.
  1 43    c.  A majority of the votes cast in at least one
  1 44 city named on the ballot approves the proposal."
