1 18 "Sec. . STATE COURTS JUSTICES, JUDGES, AND
1 19 MAGISTRATES.
1 20 1. The salary rates specified in subsection 2 are
1 21 for the fiscal year beginning July 1, 2003, effective
1 22 for the pay period beginning June 20, 2003, and for
1 23 subsequent fiscal years until otherwise provided by
1 24 the general assembly. The salaries provided for in
1 25 this section shall be paid from funds allocated to the
1 26 judicial branch from the salary adjustment fund
1 27 pursuant to this division of this Act or if the
1 28 appropriation is not sufficient, from the funds
1 29 appropriated to the judicial branch pursuant to any
1 30 Act of the general assembly.
1 31 2. The following annual salary rates shall be paid
1 32 to the persons holding the judicial positions
1 33 indicated during the fiscal year beginning July 1,
1 34 2003, effective with the pay period beginning June 20,
1 35 2003, and for subsequent pay periods.

2 12 Sec. . ELECTIVE EXECUTIVE OFFICIALS.
2 13 1. The annual salary rates specified in this
2 14 section are effective for the fiscal year beginning
2 15 July 1, 2003, with the pay period beginning June 20,
2 16 2003, and for subsequent fiscal years until otherwise
2 17 provided by the general assembly. The salaries
2 18 provided for in this section shall be paid from funds
2 19 appropriated to the department or agency specified in
2 20 this section from the salary adjustment fund or if the
2 21 appropriation is not sufficient, from the funds
2 22 appropriated to the department or agency pursuant to
2 23 any Act of the general assembly.
2 24 2. The following annual salary rates shall be paid
2 25 to the person holding the position indicated:

2 46 Sec. . APPOINTED STATE OFFICERS.
2 47 1. a. The governor shall establish a salary for
2 48 appointed nonelected persons in the executive branch
2 49 of state government holding a position enumerated in
2 50 this section within the range provided, by
3 1 considering, among other items, the experience of the
3 2 individual in the position, changes in the duties of
3 3 the position, the incumbent's performance of assigned
3 4 duties, and subordinates' salaries. However, the
3 5 attorney general shall establish the salary for the
3 6 consumer advocate, the secretary of state shall
3 7 establish the salary for the administrator of the
3 8 division of professional licensing and regulation, the
3 9 chief justice of the supreme court shall establish the
3 10 salary for the state court administrator, the ethics
3 11 and campaign disclosure board shall establish the
3 12 salary of the executive director, and the state fair
3 13 board shall establish the salary of the secretary of
3 14 the state fair board, each within the salary range
3 15 provided in this section.
3 16 b. The governor, in establishing salaries as
3 17 provided in this section, shall take into
3 18 consideration other employee benefits which may be
3 19 provided for an individual including, but not limited
3 20 to, housing.
3 21 c. A person whose salary is established pursuant
3 22 to this section and who is a full-time, year-round
3 23 employee of the state shall not receive any other
3 24 remuneration from the state or from any other source
3 25 for the performance of that person's duties unless the
3 26 additional remuneration is first approved by the
3 27 governor or authorized by law. However, this
3 28 provision does not exclude the reimbursement for
3 29 necessary travel and expenses incurred in the
3 30 performance of duties or fringe benefits normally
3 31 provided to employees of the state.
3 32 2. The annual salary ranges specified in this
3 33 section are effective for the positions specified in
3 34 this section for the fiscal year beginning July 1,
3 35 2003, and for subsequent fiscal years until otherwise
3 36 provided by the general assembly. The governor or
3 37 other person designated in subsection 1 shall
3 38 determine the salary to be paid to the person
3 39 indicated at a rate within the salary ranges indicated
3 40 from funds appropriated by the general assembly for
3 41 that purpose.
3 42 3. The following are salary ranges 1 through 5 for
3 43 the fiscal year beginning July 1, 2003, effective with
3 44 the pay period beginning June 20, 2003:

4 8 of women, the division on the status of African-
4 9 Americans, the division of deaf services, and the
4 10 division of Latino affairs of the department of human
4 11 rights, and administrator of the division of
4 12 professional licensing and regulation of the office of
4 13 secretary of state.
4 14 6. The following are range 3 positions:
4 15 administrator of the division of criminal and juvenile
4 16 justice planning of the department of human rights,
4 17 administrator of the division of community action
4 18 agencies of the department of human rights, executive
4 19 director of the commission of veterans affairs, and
4 20 chairperson and members of the employment appeal board
4 21 of the department of inspections and appeals.
4 22 7. The following are range 4 positions:
4 23 superintendent of credit unions, and chairperson, vice
4 24 chairperson, and members of the board of parole.
4 25 8. The following are range 5 positions: state
4 26 public defender, drug policy coordinator, labor
4 27 commissioner, workers' compensation commissioner,
4 28 administrator of the alcohol beverages division of the
4 29 department of commerce, and administrator of the
4 30 historical division of the department of cultural
4 31 affairs.
4 32 9. The following are salary ranges 6 through 9 for
4 33 the fiscal year beginning July 1, 2003, effective with
4 34 the pay period beginning June 20, 2003:

5 4 appeals, superintendent of banking, administrator of
5 5 the division of emergency management of the department
5 6 of public defense, commandant of the veterans home,
5 7 director of the department of general services,
5 8 director of the department of personnel, administrator
5 9 of the public broadcasting division of the department
5 10 of education, commissioner of insurance, executive
5 11 director of the Iowa finance authority, consumer
5 12 advocate, director of the department of natural
5 13 resources, and chairperson of the utilities board.
5 14 The other members of the utilities board shall receive
5 15 an annual salary within a range of not less than 90
5 16 percent but not more than 95 percent of the annual
5 17 salary of the chairperson of the utilities board.
5 18 13. The following are range 9 positions: director
5 19 of the department of administrative services, if
5 20 established, director of the department of education,
5 21 director of the department of corrections, director of
5 22 human services, director of the Iowa department of
5 23 economic development, director of the information
5 24 technology department, executive director of the Iowa
5 25 telecommunications and technology commission, chief
5 26 executive officer of the Iowa public employees'
5 27 retirement system, commissioner of public safety,
5 28 executive director of the state board of regents,
5 29 director of the state department of transportation,
5 30 director of the department of workforce development,
5 31 director of revenue and finance, lottery commissioner,
5 32 director of public health, the state court
5 33 administrator, secretary of the state fair board, and
5 34 the director of the department of management.
5 35 Sec. . PUBLIC EMPLOYMENT RELATIONS BOARD.
5 36 1. The salary rates specified in this section are
5 37 effective for the fiscal year beginning July 1, 2003,
5 38 with the pay period beginning June 20, 2003, and for
5 39 subsequent fiscal years until otherwise provided by
5 40 the general assembly. The salaries provided for in
5 41 this section shall be paid from funds appropriated to
5 42 the public employment relations board from the salary
5 43 adjustment fund, or if the appropriation is not
5 44 sufficient from funds appropriated to the public
5 45 employment relations board pursuant to any other Act
5 46 of the general assembly.
5 47 2. The following annual salary rates shall be paid
5 48 to the persons holding the positions indicated:
