  1  1    Amend House File 683 as follows:
  1  2    #1.  Page 18, by inserting after line 20 the
  1  3 following:
  1  4    "0A.  The general assembly finds and declares that
  1  5 there exists in this state inherent limits on the
  1  6 ability of a single municipality to effectively pursue
  1  7 economic growth; that the allocation of costs related
  1  8 to pursuing economic growth and resulting benefits
  1  9 accruing from economic growth do not coincide with the
  1 10 boundaries of a single municipality; that the
  1 11 inefficiency and waste resulting from uncontrolled
  1 12 competition for economic growth among municipalities
  1 13 is not in the public interest; and that it is in the
  1 14 public interest to encourage municipalities to join
  1 15 together and pursue economic growth as a cooperative
  1 16 regional endeavor."
  1 17    #2.  Page 18, by inserting after line 35 the
  1 18 following:
  1 19    "c.  The regional development plan includes
  1 20 provisions for sharing the costs related to pursuing
  1 21 economic growth agreed to by municipalities within the
  1 22 region pursuant to an agreement under chapter 28E.
  1 23    d.  The regional development plan includes
  1 24 provisions for sharing the revenues resulting from
  1 25 economic growth agreed to by municipalities within the
  1 26 region pursuant to an agreement under chapter 28E."
  1 27    #3.  By renumbering as necessary.
