Page 5, by inserting after line 15 the 1 4 following: 1 5 "NATIONAL PROGRAM FOR PLAYGROUND SAFETY 1 6 Sec. . There is appropriated from the rebuild 1 7 Iowa infrastructure fund to the national program for 1 8 playground safety at the university of northern Iowa 1 9 for the fiscal year beginning July 1, 2003, and ending 1 10 June 30, 2004, the following amount, or so much 1 11 thereof as is necessary, to be used for the purpose 1 12 designated: 1 13 For the Iowa safe surfacing initiative, 1 14 notwithstanding section 8.57, subsection 5, paragraph 1 15 "c": 1 16 .................................................. $ 1,000,000 1 17 No more than 10 percent of the funds appropriated 1 18 in this section shall be used by the national program 1 19 for playground safety for administrative costs 1 20 associated with the Iowa safe surfacing initiative. 1 21 The crumb rubber playground tiles for the 1 22 initiative shall be international play equipment 1 23 manufacturers association (IPEMA)-certified to the 1 24 American society for testing and materials (ASTM) 1 25 F1292 standard. The national program for playground 1 26 safety shall give preference for the purchasing of 1 27 such tiles from an IPEMA-certified manufacturing 1 28 operation owned, located, and operated in this state." 1 29 #2.
