Page 11, by inserting before line 30 the 1 4 following: 1 5 "DIVISION ___ 1 6 IOWA COMMUNICATIONS NETWORK ACCESS 1 7 Sec. ___. ICN ACCESS. For the period beginning 1 8 July 1, 2003, and ending June 30, 2005, a political 1 9 subdivision of the state shall be considered to be a 1 10 public agency for purposes of the definition in 1 11 section 8D.2, subsection 5, paragraph "a", and section 1 12 8D.11, subsection 4, is not applicable. 1 13 Sec. . Section 8D.13, Code 2003, is amended by 1 14 adding the following new subsection: 1 15 NEW SUBSECTION. 20. For the period beginning July 1 16 1, 2003, and ending June 30, 2005, access to the 1 17 network shall be offered to political subdivisions of 1 18 the state, to the extent not otherwise provided for in 1 19 this chapter, on the same basis and at the same rate 1 20 as applicable to state agencies." 1 21 #2. Page 11, by inserting before line 30 the 1 22 following: 1 23 "DIVISION 1 24 ELECTRONIC LICENSING OF BOATS, ALL-TERRAIN 1 25 VEHICLES, AND WATERCRAFT 1 26 Sec. . Section 321G.27, Code 2003, is amended 1 27 to read as follows: 1 28 321G.27 WRITING FEES. 1 29 The county recorder shall collect a writing fee of 1 30 one dollar for an all-terrain vehicle or snowmobile 1 31 registration. However, the county recorder may 1 32 collect an additional one dollar writing fee until the 1 33 electronic licensing system for Iowa administered by 1 34 the department of natural resources is available to 1 35 the county recorder for all-terrain vehicle and 1 36 snowmobile registrations. 1 37 Sec. . Section 462A.53, Code 2003, is amended 1 38 to read as follows: 1 39 462A.53 AMOUNT OF WRITING FEES. 1 40 A writing fee of one dollar for each transaction 1 41 shall be collected by the county recorder. However, 1 42 the county recorder may collect an additional one 1 43 dollar writing fee until the electronic licensing 1 44 system for Iowa administered by the department of 1 45 natural resources is available to the county recorder 1 46 for all-terrain vehicle and snowmobile registrations. 1 47 If two or more functions are transacted for the same 1 48 vessel at one time, the writing fee is limited toone1 49dollarthe fee charged for a single transaction." 1 50 #3. Page 11, by inserting before line 30 the 2 1 following: 2 2 "DIVISION 2 3 SOLID WASTE 2 4 Sec. . Section 455D.9, Code 2003, is amended by 2 5 adding the following new subsection: 2 6 NEW SUBSECTION. 1A. Yard waste may be accepted by 2 7 a sanitary landfill for land disposal if the sanitary 2 8 landfill operates an active methane collection system 2 9 used for the production of electricity. For purposes 2 10 of calculating the waste stream and determining the 2 11 attainment of the waste stream reductions under 2 12 section 455D.3 for a year in which yard waste has been 2 13 accepted for land disposal pursuant to this 2 14 subsection, the planning area shall estimate the 2 15 amount of tonnage attributable to yard waste and the 2 16 estimated amount shall be subtracted from the tonnage 2 17 accepted by the planning area during that year." 2 18 #4.
