The council shall monitor conditions 1 14 relating to the production of farm deer, the 1 15 processing of farm deer products, and the marketing of 1 16 such products. The council shall advise the 1 17 department about health issues affecting farm deer, 1 18 including but not limited to chronic wasting disease, 1 19 and related regulations or practices." 1 20 # . NEW SECTION. 483A.28 REGISTRATION OF 1 26 HUNTING OUTFITTERS OR HUNTING GUIDES PENALTY. 1 27 1. A person shall not engage in or be employed for 1 28 any compensation in the business of a hunting 1 29 outfitter or a hunting guide in this state unless the 1 30 person is registered as a hunting outfitter or a 1 31 hunting guide with the department. The commission 1 32 shall define, by rule, the activities that constitute 1 33 hunting outfitter activities or hunting guide 1 34 activities for the purposes of this section. The 1 35 rules shall require an applicant for registration to 1 36 identify the location and acreage to be hunted and the 1 37 equipment and services to be provided by the outfitter 1 38 or the guide. 1 39 2. The department shall establish, by rule, a 1 40 conduct board consisting of hunting outfitters who are 1 41 residents of the state and hunting guides who are 1 42 residents of the state selected by the department, to 1 43 compose standards of ethical and professional conduct 1 44 concerning hunting outfitters and hunting guides and 1 45 to review complaints and make recommendations to the 1 46 department for the revocation of registrations of 1 47 hunting outfitters and hunting guides who are in 1 48 violation of this section or the rules adopted 1 49 pursuant to this section. 1 50 3. The commission shall establish, by rule, the 2 1 annual fee for a hunting outfitter or hunting guide 2 2 registration required pursuant to this section. In 2 3 determining an annual fee, the commission shall 2 4 consider the costs of providing for the registration 2 5 and administering and enforcing the provisions of this 2 6 section. 2 7 4. A violation of this section or the rules 2 8 adopted pursuant to this section is punishable as 2 9 provided in section 483A.42. 2 10 5. This section does not apply to the activities 2 11 of a hunting outfitter or hunting guide that are 2 12 conducted on a hunting preserve pursuant to chapter 2 13 484B." 2 14 # .
