1 8 "Section 1. Section 481A.38, Code 2003, is amended
1 9 by adding the following new subsection:
1 10 NEW SUBSECTION. 4. The commission shall not adopt
1 11 a rule which restricts a person who has been issued an
1 12 early muzzleloader season license for deer, and does
1 13 not take a deer during that season, from eligibility
1 14 to purchase a deer hunting license for the second
1 15 regular gun season.""
