PAG LIN 1 1 Amend Senate File 433, as passed by the Senate, as 1 2 follows: 1 3 #1. Page 10, by inserting after line 33 the 1 4 following: 1 5 "Sec. ___. SMALL BUSINESS DEVELOPMENT CENTERS 1 6 APPROPRIATION. 1 7 1. There is appropriated from the fund enacted by 1 8 the general assembly during the 2003 legislative 1 9 session and funded with bond sale proceeds of more 1 10 than five hundred million dollars to Iowa state 1 11 university of science and technology for the fiscal 1 12 year beginning July 1, 2003, and ending June 30, 2004, 1 13 the following amount, or so much thereof as is 1 14 necessary, to be used for the purposes designated: 1 15 For sixteen small business development centers: 1 16 .................................................. $ 250,000 1 17 2. Of the moneys appropriated in subsection 1, 1 18 $150,000 shall be allocated for purposes of opening 1 19 three small business development centers previously in 1 20 operation during the fiscal year beginning July 1, 1 21 2001. Any moneys allocated under this subsection and 1 22 not used for the purposes provided under this 1 23 subsection may be allocated and used for the purposes 1 24 provided in subsection 3. If an entity operating a 1 25 small business development center refuses moneys to 1 26 reopen a center, Iowa state university may identify a 1 27 different entity to open a center in the same region 1 28 of the state. 1 29 3. a. Of the moneys appropriated in subsection 1, 1 30 $100,000 shall be deposited in a separate and distinct 1 31 account by Iowa state university. 1 32 b. A small business development center may receive 1 33 $1 of matching moneys from the moneys allocated under 1 34 this subsection for every $2 in cash that the center 1 35 receives from local governmental entities and private 1 36 sources. A center shall receive matching moneys in an 1 37 amount equal to not more than twenty-five percent of 1 38 the difference of the allocation of state and federal 1 39 moneys the center received from Iowa state university 1 40 for the fiscal year beginning July 1, 2001, less the 1 41 state and federal moneys received by the center for 1 42 the fiscal year beginning July 1, 2003. 1 43 c. On or before December 31, 2003, a small 1 44 business development center shall demonstrate to Iowa 1 45 state university, in a manner required by the 1 46 university, the amount of cash received from local 1 47 governmental entities and private sources which 1 48 qualify for matching moneys. By January 7, 2004, Iowa 1 49 state university shall, if the total amount of 1 50 matching moneys to be distributed is equal to or less 2 1 than $100,000, distribute matching moneys to the 2 2 eligible centers. If the total amount of matching 2 3 moneys applied for by the centers is more than 2 4 $100,000, Iowa state university shall distribute the 2 5 matching moneys to the eligible centers on a pro rata 2 6 basis based on the amount of federal and state moneys 2 7 received by each center for the fiscal year beginning 2 8 July 1, 2003, not to exceed the maximum amount for a 2 9 center as determined pursuant to paragraph "b" of this 2 10 subsection. 2 11 e. By January 12, 2004, Iowa state university 2 12 shall submit a written report to the general assembly 2 13 regarding the total amount of matching moneys 2 14 distributed listed by small business development 2 15 center." 2 16 #2.
