PAG LIN 1 1 Amend House File 595, as follows: 1 2 #1. Page 1, by inserting before line 15, the 1 3 following: 1 4 "Sec. . Section 331.247, subsection 4, Code 1 5 2003, is amended to read as follows: 1 6 4.If an alternative form of government for a1 7consolidated unit of local government is proposed,1 8approval of the consolidation charter shall be a1 9separate ballot issue from approval of the alternative1 10form of government in those cities proposed to be1 11included in the consolidation. The consolidation1 12charter shall be effective in regard to a city1 13government only if a majority of the voters of the1 14city voting on the question voted for participation in1 15the consolidation charter.The consolidation charter 1 16 is adopted only if all of the following apply: 1 17 a. A majority of the votes cast in the 1 18 unincorporated area of the county approves the 1 19 proposal. 1 20 b. A majority of the votes cast in the entire 1 21 county approves the proposal. 1 22 c. A majority of the votes cast in at least one 1 23 city named on the ballot approves the proposal. 1 24 Sec. . Section 331.260, subsection 2, 1 25 unnumbered paragraph 1, Code 2003, is amended to read 1 26 as follows: 1 27 A charter proposing a community commonwealth as an 1 28 alternative form of government may be submitted to the 1 29 voters only by a commission established under section 1 30 331.232. A majority vote by the commission is 1 31 required for the submission of a charter proposing a 1 32 community commonwealth as an alternative form of local 1 33 government. The commission submitting a community 1 34 commonwealth form of government shall issue a final 1 35 report and proposal.If an alternative form of1 36government for a community commonwealth form of local1 37government is proposed, approval of the commonwealth1 38charter shall be a separate ballot issue from approval1 39of the alternative form of government in those cities1 40proposed to be included in the commonwealth. The1 41commonwealth charter shall be effective in regard to a1 42city government only if a majority of the voters of1 43the city voting on the question voted for1 44participation in the commonwealth charter.The 1 45 community commonwealth charter is adopted only if all 1 46 of the following apply: 1 47 a.
