  1  1    Amend Senate File 390, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 7, by striking lines 19 through 31, and
  1  4 inserting the following:
  1  5    "4.  If an alternative form of government for a
  1  6 consolidated unit of local government is proposed,
  1  7 approval of the consolidation charter shall be a
  1  8 separate ballot issue from approval of the alternative
  1  9 form of government in those cities proposed to be
  1 10 included in the consolidation.  The consolidation
  1 11 charter shall be effective in regard to a city
  1 12 government only if a majority of the voters of the
  1 13 city voting on the question voted for participation in
  1 14 the consolidation charter.  The consolidation charter
  1 15 is adopted only if all of the following apply:
  1 16    a.  A majority of the votes cast in the
  1 17 unincorporated area of the county approves the
  1 18 proposal.
  1 19    b.  A majority of the votes cast in the entire
  1 20 county approves the proposal.
  1 21    c.  A majority of the votes cast in at least one
  1 22 city named on the ballot approves the proposal."

  1 24 inserting the following:  "participation in the
  1 25 commonwealth charter.  The community commonwealth
  1 26 charter is adopted only if all of the following apply:
  1 27    a.  A majority of the votes cast in the

  1 29 proposal.
  1 30    b.  A majority of the votes cast in the entire
  1 31 county approves the proposal.
  1 32    c.  A majority of the votes cast in at least one
  1 33 city named on the ballot approves the proposal."
