  1  1    Amend Senate File 390, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 7, by striking lines 23 through 31, and
  1  4 inserting the following:  "proposed to be included in
  1  5 the consolidation.  The consolidation charter shall be
  1  6 effective in regard to a city government only if a
  1  7 majority of the voters of the city voting on the
  1  8 question voted for participation in the consolidation
  1  9 charter.  A city named on the ballot shall consolidate
  1 10 with the county if a majority of the votes cast in the
  1 11 city on the proposal approves the proposal.  If one or
  1 12 more cities named on the ballot approves the proposal,
  1 13 the charter is adopted if both a majority of the votes
  1 14 cast in the unincorporated area of the county approves
  1 15 the proposal and a majority of the votes cast in the
  1 16 entire county approves the proposal."
  1 17    #2.  Page 17, by striking lines 8 through 13, and
  1 18 inserting the following:  "participation in the
  1 19 commonwealth charter.  A city named on the ballot
  1 20 shall be united with the county in a community
  1 21 commonwealth if a majority of the votes cast in the
  1 22 city on the proposal approves the proposal.  If one or
  1 23 more cities named on the ballot approves the proposal,
  1 24 the charter is adopted if both a majority of the votes
  1 25 cast in the unincorporated area of the county approves
  1 26 the proposal and a majority of the votes cast in the
