  1 20 appropriated from the hazardous substance remedial
  1 21 fund as created in section 455B.423 to the department
  1 22 of natural resources for the fiscal year beginning
  1 23 July 1, 2001, and ending June 30, 2002, the following
  1 24 amount, or so much thereof as is necessary, to be used
  1 25 for the purpose designated:
  1 26    For payment of the department's workers'
  1 27 compensation insurance premium:
