Page 1, line 6, by striking the word "one- 1 5 half" and inserting the following: "three-eighths". 1 6 #3. Page 1, by inserting after line 16 the 1 7 following: 1 8 "Sec. ___. Section 260C.17, Code 1999, is amended 1 9 to read as follows: 1 10 260C.17 PREPARATION AND APPROVAL OF BUDGET TAX. 1 11 The board of directors of each merged area shall 1 12 prepare an annual budget designating the proposed 1 13 expenditures for operation of the community college. 1 14 The board shall further designate the amounts which 1 15 are to be raised by local taxation and the amounts 1 16 which are to be raised by other sources of revenue for 1 17 the operation. The budget of each merged area shall 1 18 be submitted to the state board no later than May 1 1 19 preceding the next fiscal year for approval. The 1 20 state board shall review the proposed budget and 1 21 shall, prior to June 1, either grant its approval or 1 22 return the budget without approval with the comments 1 23 of the state board attached to it. Any unapproved 1 24 budget shall be resubmitted to the state board for 1 25 final approval. Upon approval of the budget by the 1 26 state board, the board of directors shall certify the 1 27 amount to the respective county auditors and the 1 28 boards of supervisors annually shall levy a tax of 1 29twentythirty andone-fourththree-eighths cents per 1 30 thousand dollars of assessed value on taxable property 1 31 in a merged area for the operation of a community 1 32 college. Taxes collected pursuant to the levy shall 1 33 be paid by the respective county treasurers to the 1 34 treasurer of the merged area as provided in section 1 35 331.552, subsection 29. 1 36 It is the policy of this state that the property 1 37 tax for the operation of community colleges shall not 1 38 in any event exceedtwentythirty andone-fourth1 39 three-eighths cents per thousand dollars of assessed 1 40 value, and that the present and future costs of such 1 41 operation in excess of the funds raised by such levy 1 42 shall be the responsibility of the state and shall not 1 43 be paid from property tax." 1 44 #4.
