  1  1    Amend House File 2442 as follows:
  1  2    #1.  By striking everything after the enacting
  1  3 clause and inserting the following:
  1  4    "Section 1.  NEW SECTION.  2D.1  INTERNATIONAL
  1  5 RELATIONS ADVISORY COUNCIL.
  1  6    1.  An international relations advisory council is
  1  7 created to provide coordination of state and local
  1  8 international relations activities, through both the
  1  9 public and private sectors, and to provide
  1 10 recommendations to the governor and to the general
  1 11 assembly relating to international relations
  1 12 activities.
  1 13    2.  The international relations advisory council
  1 14 shall consist of all of the following members:
  1 15    a.  The co-chairpersons of the international
  1 16 relations committee established by the legislative
  1 17 council, or their designees.
  1 18    b.  Two members of the senate who are members of
  1 19 the international relations committee of the
  1 20 legislative council, appointed by the majority leader
  1 21 of the senate, after consultation with the president
  1 22 of the senate, and the minority leader of the senate,
  1 23 and two members of the house of representatives who
  1 24 are members of the international relations committee
  1 25 of the legislative council, appointed by the speaker
  1 26 of the house, after consultation with the majority
  1 27 leader and the minority leader of the house of
  1 28 representatives.
  1 29    c.  The director of the department of economic
  1 30 development, or the director's designee.
  1 31    d.  The secretary of agriculture, or the
  1 32 secretary's designee.
  1 33    e.  The director of the department of general
  1 34 services, or the director's designee.
  1 35    f.  The director of the department of workforce
  1 36 development, or the director's designee.
  1 37    g.  The director of the department of cultural
  1 38 affairs, or the director's designee.
  1 39    h.  The director of the department of education, or
  1 40 the director's designee.
  1 41    i.  The director of the department of public
  1 42 health, or the director's designee.
  1 43    j.  Representatives of agriculture, private
  1 44 business and industry, international programs provided
  1 45 through universities and colleges located in this
  1 46 state, Iowa sister states, the refugee services center
  1 47 of the department of human services, and others,
  1 48 selected by the legislative council, based upon
  1 49 recommendations made by the international relations
  1 50 committee of the legislative council.
  2  1    3.  The co-chairpersons of the international
  2  2 relations committee of the legislative council shall
  2  3 serve as co-chairpersons of the advisory council.
  2  4    4.  The executive branch protocol officer and the
  2  5 legislative branch protocol officer shall act in a
  2  6 consultative capacity to the advisory council.  The
  2  7 legislative branch protocol officer shall provide
  2  8 staff support to the advisory council.
  2  9    5.  The advisory council shall do all of the
  2 10 following:
  2 11    a.  Create a statewide network to coordinate
  2 12 international relations activities involving the
  2 13 executive and legislative branches, business and
  2 14 industry, public and private educational institutions,
  2 15 and other entities involved in promoting international
  2 16 relations.  The network shall include provision of
  2 17 information to the public via electronic access
  2 18 utilizing the most advanced and cost-effective and
  2 19 efficient technology.
  2 20    b.  Coordinate existing resources, provided through
  2 21 state agencies and other entities with international
  2 22 relations expertise, to facilitate international
  2 23 relations activities.  Resources shall be utilized in
  2 24 a manner which is most appropriate to the type of
  2 25 international relations activity involved.
  2 26    c.  Provide continuity, over time, at the state
  2 27 level in the development and enhancement of
  2 28 partnerships with international colleagues.
  2 29    d.  Develop a comprehensive, state international
  2 30 relations policy and define the state's role in the
  2 31 international relations arena.
  2 32    e.  Coordinate efforts with the executive branch
  2 33 and legislative branch protocol officers.
  2 34    f.  Sponsor an annual state summit on international
  2 35 relations capacity to promote international relations
  2 36 activities in a variety of arenas including but not
  2 37 limited to international market development and civic,
  2 38 cultural, and educational opportunities.  The summit
  2 39 should incorporate input from city, county, and state
  2 40 entities from both the public and private sectors.
  2 41    g.  Inform and educate the public, workforce,
  2 42 students, businesses, and state policymakers regarding
  2 43 the importance of international involvement in both
  2 44 economic and noneconomic international relations
  2 45 activities.
  2 46    h.  Compile reference materials and a listing of
  2 47 resources to be available to policymakers and the
  2 48 public in preparing for international relations
  2 49 activities and travel.  The compiled materials and
  2 50 listing of resources shall be provided via electronic
  3  1 access utilizing the most advanced and cost-effective
  3  2 and efficient technology.
  3  3    Sec. 2.  NEW SECTION.  2D.2  INTERNATIONAL
  3  4 RELATIONS COMMITTEE – PROTOCOL.
  3  5    1.  The international relations committee of the
  3  6 legislative council shall establish and utilize
  3  7 protocol for visitors to the capitol, who may include
  3  8 state, national, or international visitors.  The
  3  9 protocol established shall include provisions relating
  3 10 to transportation of visitors to and from the capitol,
  3 11 the designation of an official point of entry and a
  3 12 receiving area for visitors, security provisions,
  3 13 official introduction of visitors to the general
  3 14 assembly while the general assembly is in session, the
  3 15 provision of gifts to visitors, and other provisions
  3 16 appropriate to the visitor's position.
  3 17    2.  The international relations committee shall
  3 18 work with the executive branch protocol officer and
  3 19 with the legislative branch protocol officer in
  3 20 developing the protocol and in coordinating the visits
  3 21 of state, national, and international visitors to the
  3 22 capitol.
  3 23    Sec. 3.  NEW SECTION.  2D.3  LEGISLATIVE BRANCH
  3 24 PROTOCOL OFFICER.
  3 25    The legislative service bureau shall employ a
  3 26 legislative branch protocol officer to coordinate
  3 27 activities related to state, national, and
  3 28 international visitors to the state capitol or with an
  3 29 interest in the general assembly, and related to
  3 30 travel of members of the general assembly abroad.  The
  3 31 protocol officer shall serve in a consultative
  3 32 capacity and shall provide staff support to the
  3 33 international advisory council.  The protocol officer
  3 34 shall also work with the executive branch protocol
  3 35 officer to coordinate state, national, and
  3 36 international relations activities.  The legislative
  3 37 branch protocol officer shall submit periodic reports
  3 38 to the international relations committee of the
  3 39 legislative council regarding the visits of state,
  3 40 national, and international visitors and regarding
  3 41 international activities.
  3 42    Sec. 4.  NEW SECTION.  2D.4  EXECUTIVE BRANCH
  3 43 PROTOCOL OFFICER.
  3 44    The lieutenant governor, or the lieutenant
  3 45 governor's designee, shall be the executive branch
  3 46 protocol officer.  The protocol officer shall serve in
  3 47 a consultative capacity to the international relations
  3 48 advisory council.  The protocol officer shall work
  3 49 with the international relations committee of the
  3 50 legislative council and the legislative branch
  4  1 protocol officer in developing and implementing
  4  2 protocol for state, national, and international
  4  3 visitors to the state capitol and in improving
  4  4 coordination between the legislative and executive
  4  5 branches in international relations activities."
  4  6    #2.  Title page, by striking line 1, and inserting
  4  7 the following:  "An Act relating to international
  4  8 relations including the creation of an international
  4  9 relations advisory council and the designation of
  4 10 legislative and executive branch protocol officers."
