  1  1    Section 1.  Section 324A.2, Code 1997, is amended by adding
  1  2 the following new unnumbered paragraph after unnumbered
  1  3 paragraph 2:
  1  4    NEW UNNUMBERED PARAGRAPH.  The department shall establish a
  1  5 one-year demonstration project, beginning July 1, 1997, to
  1  6 provide a transportation service that gives special ridership
  1  7 priority to meet critical services needs of persons sixty
  1  8 years of age and older through cooperative agreements with
  1  9 each of the area agencies on aging and the regional transit
  1 10 system authorities located in the areas.  Each area agency on
  1 11 aging and the regional transit system authority in the area
  1 12 shall report to the department on a quarterly basis the number
  1 13 of persons sixty years of age and older who utilized the
  1 14 service during the quarter, the number of one-way rides
  1 15 provided, the destination of each trip, the mode of
  1 16 transportation utilized, donations received for the service,
  1 17 and the costs associated with providing the service.  The
  1 18 department shall assist each area agency on aging to seek
  1 19 waivers of federal requirements which would hinder the
  1 20 operation of the demonstration project.
  1 21    Sec. 2.  Section 324A.4, subsection 1, Code 1997, is
  1 22 amended to read as follows:
  1 23    1.  The department shall compile and maintain current
  1 24 information on available and pending federal, state, local,
  1 25 and private aid affecting urban and rural public transit
  1 26 programs.  Public, private, and private nonprofit
  1 27 organizations applying for or receiving federal, state or
  1 28 local aid for providing transit services shall provide a copy
  1 29 of their fiscal year operating budget annually prior to June 1
  1 30 depicting funds used for public transit programs and such
  1 31 other information as the department may require prior to
  1 32 receiving any federal or state funds or any aid from a
  1 33 political subdivision of the state.  The operating budget
  1 34 shall list all of the funding sources of the organization
  1 35 along with the listing of funds expended by that organization
  2  1 during the preceding fiscal year.  The department, in co-
  2  2 operation with the regional planning agencies as the
  2  3 responsible agency for annual updating the regional transit
  2  4 development programs, shall compile this information annually.
  2  5 Any state agency or organization administering funds for
  2  6 transit services is required to submit all funding requests
  2  7 through the regional and state clearinghouse and the state
  2  8 department of transportation.  Any organization, state agency,
  2  9 political subdivision, and public transit system, except
  2 10 public school transportation and transportation provided by an
  2 11 area agency on aging exclusively for the benefit of persons
  2 12 sixty years of age and older, either directly or indirectly,
  2 13 through service contracts to other private or nonprofit
  2 14 agencies, receiving federal, state or local aid to provide or
  2 15 contract for public transit services or transportation to the
  2 16 general public and specific client groups, must coordinate and
  2 17 consolidate funding and resulting service, to the maximum
  2 18 extent possible, with the urban or regional transit system.  
  2 19                           EXPLANATION
  2 20    This bill directs the Iowa department of transportation to
  2 21 establish a one-year demonstration project, beginning on July
  2 22 1, 1997, to provide transportation services for persons 60
  2 23 years of age and older through a coordinated effort between
  2 24 area agencies on aging and regional transit system
  2 25 authorities.  The bill also exempts transportation services
  2 26 provided by area agencies on aging exclusively to persons 60
  2 27 years of age and older from the requirements that the funding
  2 28 for the service and the provision of the service be
  2 29 coordinated and consolidated with the local urban or regional
  2 30 transit system.
