House Study Bill 715 - IntroducedA Bill ForAn Act 1providing for the use of appropriations to the economic
2development authority for the certified site program, and
3including effective date provisions.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  2023 Iowa Acts, chapter 110, section 15,
2subsection 1, paragraph a, subparagraph (1), is amended to read
3as follows:
   4(1)  For the purposes of providing assistance as described in
5section 15.335B for the high quality jobs program:
..................................................  $611,700,000
   7(a)  From the moneys appropriated in this subparagraph, the
8economic development authority may use not more than $1,000,000
9for purposes of providing infrastructure grants to main street
10communities under the main street Iowa program and may allocate
11not more than $300,000 for the purposes of supporting statewide
12worker education and quality preapprenticeship programs.
   13(b)  Notwithstanding section 15.335B, subsection 2, from the
14moneys appropriated in this subparagraph, $300,000 is allocated
15to the economic development authority for certification
16costs associated with the authority’s certified site program.
17Moneys allocated in this subparagraph division must be used to
18certify sites in counties with a population of less than 50,000
19according to the 2020 federal decennial census and to certify
20at least two sites in each congressional district.
21   Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
22importance, takes effect upon enactment.
23EXPLANATION
24The inclusion of this explanation does not constitute agreement with
25the explanation’s substance by the members of the general assembly.
   26In 2023, the general assembly appropriated $11.7 million to
27the economic development authority (IEDA) from the Iowa skilled
28worker and job creation fund for FY 2023-2024 for purposes
29of providing assistance for the high quality jobs program.
30Pursuant to the appropriation, those moneys are also authorized
31for use in FY 2024-2025.
   32This bill allocates a portion of that appropriation for
33use by IEDA for certification costs associated with IEDA’s
34certified site program. Moneys so allocated must be used to
35certify sites in counties with a population of less than 50,000

2Iowa’s four U.S. congressional districts.
   3The bill takes effect upon enactment.
