Senate Resolution 103 - Introduced





An Act 1affirming the State of Iowa’s support for
2the State of Israel and condemning the Hamas attack
3on Israel on October 7, 2023.
4WHEREAS, Hamas was founded with the stated goal of
5destroying the State of Israel and has been designated
6by the United States as a terrorist organization;and
7WHEREAS, the Hamas terrorist organization launched
8a brutal, highly organized, and unprecedented attack
9upon the State of Israel and its citizens in the early
10morning hours of October 7, 2023;and
11WHEREAS, in the attack, Hamas killed hundreds
12of innocent civilians and took hundreds of Israeli
13children, women, elderly, and infirm civilians
14hostage;and
15WHEREAS, in the attack, Hamas fired thousands
16of rockets against Israeli population centers
17in an attempt to kill untold numbers of innocent
18civilians;and
19WHEREAS, the level of logistical sophistication
20demonstrated in the Hamas terrorism operation provides
21evidence that Hamas received support and funding from
22foreign state sponsors of terror, namely Iran;and
23WHEREAS, the timing of the Hamas terrorism operation
24to coincide with the Jewish Sabbath and the Jewish
-1-1holiday of Simchat Torah demonstrates Hamas’ intent to
2maximize civilian casualties;and
3WHEREAS, Hamas continues to brazenly locate elements
4of its terrorist infrastructure in civilian population
5centers using their own civilians as human shields;NOW
6THEREFORE,
   7BE IT RESOLVED BY THE SENATE, That the Senate hereby
8reaffirms its support and unwavering commitment to
9the welfare, security, and survival of the State of
10Israel;and

   11BE IT FURTHER RESOLVED, That the Senate recognizes
12the State of Israel’s right to act decisively and
13unilaterally in self-defense to protect its citizens
14and oppose any pressure to enact a ceasefire before the
15State of Israel has secured its safety;and
   16BE IT FURTHER RESOLVED, That the Senate expresses
17its support for the State of Israel’s right to pursue,
18without interference or condemnation, the elimination
19of Hamas and any other affiliated terrorist groups
20until Hamas and all such groups are permanently
21neutralized, and public safety is assured;and
   22BE IT FURTHER RESOLVED, That the Senate conveys its
23heartfelt condolences to all Israeli victims as well as
24their families and communities;and
   25BE IT FURTHER RESOLVED, That the Senate calls upon
26Iowa’s state and local law enforcement agencies to
27remain vigilant in protecting Israeli Americans and all
28supporters of the State of Israel from acts of crime
29and unlawful discrimination;and
   30BE IT FURTHER RESOLVED, That the Senate condemns the
-2-1Hamas terrorist organization and encourages all other
2states to recognize the State of Israel’s right to act
3decisively in self-defense to protect its citizens;and
   4BE IT FURTHER RESOLVED, That the Senate calls upon
5the United States to provide any assistance required
6to support the State of Israel in its defense against
7Hamas and all other terrorist organizations.
