An Act 1amending Senate Rules for the Ninetieth
2General Assembly.
3BE IT RESOLVED BY THE SENATE, That the Senate Rules
4for the Ninetieth General Assembly, as adopted by
5motion during the 2023 Regular Session of the Ninetieth
6General Assembly, are amended as follows:
7Rule 7
8Order and Time of Business — First Extraordinary
9Session, July 2023
101. On or before 9:15 a.m.on July 11, 2023, the
11senate shall conclude debate and vote on the adoption
12of Senate Concurrent Resolution 8 or House Concurrent
13Resolution 10 to provide for the business of the 2023
14First Extraordinary Session of the Ninetieth General
15Assembly pursuant to joint rule 3.
162. Both parties may utilize the time after the
17morning recess of the senate and prior to the 11:00
18a.m.convening of the senate state government committee
19on July 11, 2023, for party caucuses.
203. The senate state government committee shall meet
21at 11:00 a.m.on July 11, 2023. The order of business
22of the committee shall be as follows:
23a. Call to order.
24b. Roll call.
25c. Approval of the minutes from the previous
26meeting.
27d. Consideration of Senate Study Bill 1223 by a
28subcommittee of the whole.
-1- 1e. Consideration of Senate Study Bill 1223 by the
2senate state government committee.
3f. For purposes of the senate state government
4committee meeting, all proposed committee amendments
5shall be prepared and distributed to the committee no
6later than 11:00 a.m.on July 11, 2023.
7g. On or before 2:00 p.m.on July 11, 2023, all
8debate shall cease and the senate state government
9committee shall vote on all amendments, motions, and
10final action on Senate Study Bill 1223.
11h. For purposes of Senate Study Bill 1223 and any
12successor, rule 40, unnumbered paragraph 2, is not
13applicable.
144. Both parties may utilize the time after the
15conclusion of the senate state government committee and
16prior to the senate reconvening at 4:00 p.m.on July
1711, 2023, for party caucuses.
185. Any bill approved by the senate state government
19committee on July 11, 2023, shall be eligible for
20immediate consideration by the senate.
216. The senate shall reconvene at 4:00 p.m.on July
2211, 2023, for the consideration of Senate File 579 or
23House File 732. All proposed amendments to Senate File
24579 or House File 732 shall be filed and made available
25electronically to the senate no later than 4:00 p.m.
26on July 11, 2023.
277. On or before 11:00 p.m.on July 11, 2023, all
28debate shall cease and the senate shall vote on all
29amendments, motions, and final passage of Senate File
30579 or House File 732.
-2- 18. For any other senate rule not addressed in this
2rule 7, the senate rules as previously adopted shall
3remain in effect.
