8industry sector partnerships, the apprenticeship training
9program, and new jobs training agreements.
10BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1DIVISION I
2FY 2023-2024 APPROPRIATIONS
3   Section 1.  GOALS AND ACCOUNTABILITY — ECONOMIC
4DEVELOPMENT.
   51.  For the fiscal year beginning July 1, 2023, the goals
6for the economic development authority shall be to expand and
7stimulate the state economy, increase the wealth of Iowans, and
8increase the population of the state.
   92.  To achieve the goals in subsection 1, the economic
10development authority shall do all of the following for the
11fiscal year beginning July 1, 2023:
   12a.  Concentrate its efforts on programs and activities that
13result in commercially viable products and services.
   14b.  Adopt practices and services consistent with free
15market, private sector philosophies.
   16c.  Ensure economic growth and development throughout the
17state.
   18d.  Work with businesses and communities to continually
19improve the economic development climate along with the
20economic well-being and quality of life for Iowans.
   21e.  Coordinate with other state agencies to ensure that they
22are attentive to the needs of an entrepreneurial culture.
   23f.  Establish a strong and aggressive marketing image to
24showcase Iowa’s workforce, existing industry, and potential.
25A priority shall be placed on recruiting new businesses,
26business expansion, and retaining existing Iowa businesses.
27Emphasis shall be placed on entrepreneurial development through
28helping entrepreneurs secure capital, and developing networks
29and a business climate conducive to entrepreneurs and small
30businesses.
   31g.  Encourage the development of communities and quality of
32life to foster economic growth.
   33h.  Prepare communities for future growth and development
34through development, expansion, and modernization of
35infrastructure.

   1i.  Develop public-private partnerships with Iowa businesses
2in the tourism industry, Iowa tour groups, Iowa tourism
3organizations, and political subdivisions in this state to
4assist in the development of advertising efforts.
   5j.  Develop, to the fullest extent possible, cooperative
6efforts for advertising with contributions from other sources.
7   Sec. 2.  ECONOMIC DEVELOPMENT AUTHORITY.
   81.  APPROPRIATION
   9a.  There is appropriated from the general fund of the state
10to the economic development authority for the fiscal year
11beginning July 1, 2023, and ending June 30, 2024, the following
12amount, or so much thereof as is necessary, to be used for the
13purposes designated in this subsection, and for not more than
14the following full-time equivalent positions:

   17b.  (1)  For salaries, support, miscellaneous purposes,
18programs, marketing, and the maintenance of an administration
19division, a business development division, a community
20development division, a small business development division,
21and other divisions the authority may organize.
   22(2)  For business development operations and programs,
23international trade, export assistance, workforce recruitment,
24and the partner state program.
   25(3)  For transfer to a fund created pursuant to section
2615.313 for purposes of financing strategic infrastructure
27projects.
   28(4)  For community economic development programs, tourism
29operations, community assistance, plans for Iowa green corps
30and summer youth programs, the main street and rural main
31street programs, the school-to-career program, the community
32development block grant, and housing and shelter-related
33programs.
   34(5)  For achieving the goals and accountability, and
35fulfilling the requirements and duties required under this Act.

   1(6)  The full-time equivalent positions authorized under
2this section are funded, in whole or in part, by the moneys
3appropriated under this subsection or by other moneys received
4by the authority, including certain federal moneys.
   5c.  Notwithstanding section 8.33, moneys appropriated in
6this subsection that remain unencumbered or unobligated at the
7close of the fiscal year shall not revert but shall remain
8available for expenditure for the purposes designated in this
9subsection until the close of the succeeding fiscal year.
   102.  FINANCIAL ASSISTANCE RESTRICTIONS
   11a.  A business creating jobs through moneys appropriated in
12subsection 1 shall be subject to contract provisions requiring
13new and retained jobs to be filled by individuals who are
14citizens of the United States who reside within the United
15States, or any person authorized to work in the United States
16pursuant to federal law, including legal resident aliens
17residing in the United States.
   18b.  Any vendor who receives moneys appropriated in
19subsection 1 shall adhere to such contract provisions and
20provide periodic assurances as the state shall require that the
21jobs are filled solely by citizens of the United States who
22reside within the United States, or any person authorized to
23work in the United States, pursuant to federal law, including
24legal resident aliens residing in the United States.
   25c.  A business that receives financial assistance from
26the authority from moneys appropriated in subsection 1 shall
27only employ individuals legally authorized to work in this
28state. In addition to all other applicable penalties provided
29by current law, all or a portion of the assistance received
30by a business which is found to knowingly employ individuals
31not legally authorized to work in this state is subject to
32recapture by the authority.
   333.  USES OF APPROPRIATIONS
   34a.  From the moneys appropriated in subsection 1, the
35authority may provide financial assistance in the form of a
-3-1grant to a community economic development entity for conducting
2a local workforce recruitment effort designed to recruit former
3citizens of the state and former students at colleges and
4universities in the state to meet the needs of local employers.
   5b.  From the moneys appropriated in subsection 1, the
6authority may provide financial assistance to early stage
7industry companies being established by women entrepreneurs.
   8c.  From the moneys appropriated in subsection 1, the
9authority may provide financial assistance in the form of
10grants, loans, or forgivable loans for advanced research and
11commercialization projects involving value-added agriculture,
12advanced technology, or biotechnology.
   13d.  The authority shall not use any moneys appropriated in
14subsection 1 for purposes of providing financial assistance for
15the Iowa green streets pilot project or for any other program
16or project that involves the installation of geothermal systems
17for melting snow and ice from streets or sidewalks.
   184.WORLD FOOD PRIZE
19In lieu of the standing appropriation in section 15.368,
20there is appropriated from the general fund of the state to the
21economic development authority for the fiscal year beginning
22July 1, 2023, and ending June 30, 2024, the following amount
23for the world food prize:

   255.  COUNCILS OF GOVERNMENTS — ASSISTANCE
   26There is appropriated from the general fund of the state
27to the economic development authority for the fiscal year
28beginning July 1, 2023, and ending June 30, 2024, the following
29amount to be used for the purposes of providing financial
30assistance to Iowa’s councils of governments:

   326.  BUTCHERY INNOVATION AND REVITALIZATION PROGRAM
   33a.  There is appropriated from the general fund of the state
34to the economic development authority for the fiscal year
35beginning July 1, 2023, and ending June 30, 2024, the following

2purposes designated:

   157.  TOURISM OFFICE
   16a.  There is appropriated from the general fund of the state
17to the economic development authority for the fiscal year
18beginning July 1, 2023, and ending June 30, 2024, the following
19amount for the tourism office to be used for advertising,
20promoting, placement, and implementation of the economic
21development authority’s strategic plan for tourism and travel:

   23b.  Notwithstanding section 8.33, moneys appropriated in
24this subsection that remain unencumbered or unobligated at the
25close of the fiscal year shall not revert but shall remain
26available for expenditure for the purposes designated until the
27close of the succeeding fiscal year.
   28c.  The economic development authority shall submit an
29annual report on or before January 15 to the general assembly
30regarding the tourism office’s activities funded with moneys
31appropriated under this subsection. The report shall be
32provided in an electronic format and shall include metrics
33and criteria that allow the general assembly to quantify
34and evaluate the effectiveness and economic impact of the
35tourism office’s activities related to advertising, promoting,
-5-1placement, and implementation of the economic development
2authority’s strategic plan for tourism and travel.
   38.  EMPOWER RURAL IOWA
   4a.  There is appropriated from the Iowa skilled worker and
5job creation fund created in section 8.75 to the economic
6development authority for the fiscal year beginning July 1,
72023, and ending June 30, 2024, the following amount, or so
8much thereof as is necessary, to be used for the purposes
9designated:
   10Empower rural Iowa program:

   12b.  Notwithstanding section 8.33, moneys appropriated in
13this subsection that remain unencumbered or unobligated at the
14close of the fiscal year shall not revert but shall remain
15available for expenditure for the purposes designated until the
16close of the succeeding fiscal year.
   17c.  The authority shall adopt rules pursuant to chapter
1817A to establish criteria for the distribution of the moneys
19appropriated in this subsection.
   209.  CULTURAL AFFAIRS ACTIVITIES
   21a.  There is appropriated from the general fund of the state
22to the economic development authority for the fiscal year
23beginning July 1, 2023, and ending June 30, 2024, the following
24amounts, or so much thereof as is necessary, to be used for the
25purposes designated:
   26(1)  For planning and programming for the community cultural
27grants program established under section 303.3, as amended by
282023 Iowa Acts, Senate File 514:

   32Of the moneys appropriated in this subparagraph, the
33authority shall allocate $300,000 for purposes of the film

   3(4)  For grant programs administered by the Iowa arts
4council including those programs supporting the long-term

   8b.  Notwithstanding section 8.33, moneys appropriated in
9this subsection that remain unencumbered or unobligated at the
10close of the fiscal year shall not revert but shall remain
11available for expenditure for the purposes designated until the
12close of the succeeding fiscal year.
13   Sec. 3.  LIMITATIONS OF STANDING APPROPRIATIONS — FY
142023-2024.
  Notwithstanding the standing appropriations
15in the following designated sections for the fiscal year
16beginning July 1, 2023, and ending June 30, 2024, the amounts
17appropriated from the general fund of the state pursuant to
18those sections for the following purposes shall not exceed the
19following amounts:
   201.  For operational support grants and community cultural
21grants under section 99F.11, subsection 4, paragraph “d”,
22subparagraph (1):

   242.  For the purposes of regional tourism marketing under
25section 99F.11, subsection 4, paragraph “d”, subparagraph (2):

27   Sec. 4.  FINANCIAL ASSISTANCE REPORTING — ECONOMIC
28DEVELOPMENT AUTHORITY.
  The economic development authority
29shall submit an annual report to the general assembly no later
30than November 1, 2023, that details the amount of every direct
31loan, forgivable loan, tax credit, tax exemption, tax refund,
32grant, or any other financial assistance awarded to a person
33during the prior fiscal year by the authority under an economic
34development program administered by the authority. The report
35shall identify the county where the project associated with
-7-1each such award is located.
2   Sec. 5.  INSURANCE ECONOMIC DEVELOPMENT.  From the
3moneys collected by the insurance division in excess of the
4anticipated gross revenues under section 505.7, subsection
53, during the fiscal year beginning July 1, 2023, $100,000
6shall be transferred to the economic development authority for
7insurance economic development and international insurance
8economic development.
9   Sec. 6.  IOWA FINANCE AUTHORITY.
   101.  There is appropriated from the general fund of the state
11to the Iowa finance authority for the fiscal year beginning
12July 1, 2023, and ending June 30, 2024, the following amounts,
13or so much thereof as is necessary, to be used for the purposes
14designated:
   15a.  Rent subsidy program
   16(1)  To provide reimbursement for rent expenses to eligible
17persons under the home and community-based services rent
18subsidy program established in section 16.55:

   20(2)  Of the moneys appropriated in this paragraph, not more
21than $35,000 may be used for administrative costs.
   22b.  Housing renewal pilot program
   23To provide housing renewal moneys to a nonprofit Iowa
24affiliate to award grants to eligible communities for a housing
25renewal pilot program:

   272.  Notwithstanding section 8.33, moneys appropriated in
28this section that remain unencumbered or unobligated at the
29close of the fiscal year shall not revert but shall remain

32   Sec. 7.  IOWA FINANCE AUTHORITY AUDIT.  The auditor of state
33is requested to review the audit of the Iowa finance authority
34performed by the auditor hired by the authority.
35   Sec. 8.  PUBLIC EMPLOYMENT RELATIONS BOARD.

   11.  There is appropriated from the general fund of the state
2to the public employment relations board for the fiscal year
3beginning July 1, 2023, and ending June 30, 2024, the following
4amount, or so much thereof as is necessary, to be used for the
5purposes designated:

16is appropriated from the general fund of the state to the
17department of workforce development for the fiscal year
18beginning July 1, 2023, and ending June 30, 2024, the following
19amounts, or so much thereof as is necessary, to be used for the
20purposes designated:
   211.  WORKFORCE DEVELOPMENT OPERATIONS
   22a.  For the operation of field offices and the workforce
23development board, and for not more than the following
24full-time equivalent positions:

   24In issuing grants under this subsection, the department of
25workforce development shall use the same application process
26and criteria as are used for purposes of awarding grants to
27community colleges for the purpose of adult basic education
28programs for students requiring instruction in English as a
29second language using moneys that are appropriated to the
30department from the Iowa skilled worker and job creation fund.
   318.  FUTURE READY IOWA REGISTERED APPRENTICESHIP DEVELOPMENT
32PROGRAM
   33For the funding of the future ready Iowa registered
34apprenticeship development program under chapter 15C, as
35amended by 2023 Iowa Acts, Senate File 514, to encourage

2apprenticeships:

   4Notwithstanding section 8.33, moneys appropriated in this

9   Sec. 10.  GENERAL FUND — EMPLOYEE MISCLASSIFICATION
10PROGRAM.
  There is appropriated from the general fund of the
11state to the department of workforce development for the fiscal
12year beginning July 1, 2023, and ending June 30, 2024, the
13following amount, or so much thereof as is necessary, to be
14used for the purposes designated:
   15For enhancing efforts to investigate employers that
16misclassify workers, and for not more than the following
17full-time equivalent positions:

20   Sec. 11.  SPECIAL EMPLOYMENT SECURITY CONTINGENCY FUND.
   211.  There is appropriated from the special employment
22security contingency fund created in section 96.13 to the
23department of workforce development for the fiscal year
24beginning July 1, 2023, and ending June 30, 2024, the following
25amount, or so much thereof as is necessary, to be used for
26field offices:

   282.  Any remaining additional penalty and interest revenue
29collected by the department of workforce development is
30appropriated to the department for the fiscal year beginning
31July 1, 2023, and ending June 30, 2024, to accomplish the
32mission of the department.
33   Sec. 12.  UNEMPLOYMENT COMPENSATION RESERVE FUND — FIELD
34OFFICES.
  Notwithstanding section 96.9, subsection 8, paragraph
35“e”, there is appropriated from interest earned on the
-12-1unemployment compensation reserve fund created in section 96.9
2to the department of workforce development for the fiscal year
3beginning July 1, 2023, and ending June 30, 2024, the following
4amount, or so much thereof as is necessary, to be used for the
5purposes designated:
   6For the operation of field offices:

8   Sec. 13.  VIRTUAL ACCESS WORKFORCE DEVELOPMENT OFFICES.  The
9department of workforce development shall require a unique
10identification login for all users of workforce development
11centers operated through electronic means.
12   Sec. 14.  UNEMPLOYMENT COMPENSATION PROGRAM.
   131.  Notwithstanding section 96.9, subsection 4, paragraph
14“a”, moneys credited to the state by the secretary of the
15treasury of the United States pursuant to section 903 of the
16federal Social Security Act are appropriated to the department
17of workforce development and shall be used by the department
18for the administration of the unemployment compensation program
19only. This appropriation shall not apply to any fiscal year
20beginning after December 31, 2023.
   212.  Notwithstanding subsection 1, up to $800,000, or
22so much thereof as may be necessary, of the unemployment
23compensation modernization incentive payments made to the
24state’s unemployment trust fund account as a special transfer
25under section 903 of the federal Social Security Act, pursuant
26to the federal Assistance for Unemployed Workers and Struggling
27Families Act, of the American Recovery and Reinvestment Act of
282009, Pub.L.No.111-5, are appropriated to the department of
29workforce development for the fiscal year beginning July 1,
302023, and ending June 30, 2024, for the purpose of modification
31of space for unemployment insurance administrative law judge
32offices and conference rooms in which to hold unemployment
33insurance appeal hearings.
34   Sec. 15.  IOWA SKILLED WORKER AND JOB CREATION FUND.
   351.  There is appropriated from the Iowa skilled worker and
-13-1job creation fund created in section 8.75 to the following
2departments, agencies, and institutions for the fiscal year
3beginning July 1, 2023, and ending June 30, 2024, the following
4amounts, or so much thereof as is necessary, to be used for the
5purposes designated:
   6a.  ECONOMIC DEVELOPMENT AUTHORITY
   7(1)  For the purposes of providing assistance as described in
8section 15.335B for the high quality jobs program:

   10From the moneys appropriated in this subparagraph, the
11economic development authority may use not more than $1,000,000
12for purposes of providing infrastructure grants to main street
13communities under the main street Iowa program and may allocate
14not more than $300,000 for the purposes of supporting statewide
15worker education and quality preapprenticeship programs.
   16(2)  As a condition of receiving moneys appropriated in
17this lettered paragraph “a”, an entity shall testify upon the
18request of the joint appropriations subcommittee on economic
19development regarding the expenditure of such moneys.
   20b.  STATE BOARD OF REGENTS AND REGENTS INSTITUTIONS
   21(1)  STATE BOARD OF REGENTS. For capacity building
22infrastructure in areas related to technology
23commercialization, marketing and business development
24efforts in areas related to technology commercialization,
25entrepreneurship, and business growth, and infrastructure
26projects and programs needed to assist in implementation of
27activities under chapter 262B:

   29(a)  Of the moneys appropriated pursuant to this
30subparagraph (1), 35 percent shall be allocated for Iowa state
31university of science and technology, 35 percent shall be
32allocated for the state university of Iowa, and 30 percent
33shall be allocated for the university of northern Iowa.
   34(b)  The institutions shall provide a one-to-one match
35of additional moneys for the activities funded with moneys
-14-1appropriated under this subparagraph (1).
   2(c)  The state board of regents shall submit a report by
3January 15, 2024, to the governor and the general assembly
4regarding the activities, projects, and programs funded with
5moneys appropriated under this subparagraph (1). The report
6shall be provided in an electronic format and shall include a
7list of metrics and criteria mutually agreed to in advance by
8the board of regents and the economic development authority.
9The metrics and criteria shall allow the governor’s office and
10the general assembly to quantify and evaluate the progress
11of the board of regents institutions with regard to their
12activities, projects, and programs in the areas of technology
13commercialization, entrepreneurship, regional development, and
14market research.
   15(2)  IOWA STATE UNIVERSITY OF SCIENCE AND TECHNOLOGY. For
16small business development centers, the research park, and the
17center for industrial research and service, and for not more
18than the following full-time equivalent positions:

   21(a)  Of the moneys appropriated in this subparagraph (2),
22Iowa state university of science and technology shall allocate
23at least $735,728 for purposes of funding small business
24development centers. Iowa state university of science and
25technology may allocate the appropriated moneys to the various
26small business development centers in any manner necessary to
27achieve the purposes of this subparagraph.
   28(b)  Iowa state university of science and technology shall
29do all of the following:
   30(i)  Direct expenditures for research toward projects that
31will provide economic stimulus for Iowa.
   32(ii)  Provide emphasis to providing services to Iowa-based
33companies.
   34(c)  It is the intent of the general assembly that the
35industrial incentive program focus on Iowa industrial sectors
-15-1and seek contributions and in-kind donations from businesses,
2industrial foundations, and trade associations, and that moneys
3for the center for industrial research and service industrial
4incentive program shall be allocated only for projects which
5are matched by private sector moneys for directed contract
6research or for nondirected research. The match required of
7small businesses as defined in section 15.102 for directed
8contract research or for nondirected research shall be $1
9for each $3 of state funds. The match required for other
10businesses for directed contract research or for nondirected
11research shall be $1 for each $1 of state funds. The match
12required of industrial foundations or trade associations shall
13be $1 for each $1 of state funds.
   14(d)  Iowa state university of science and technology shall
15report annually to the general assembly the total amount of
16private contributions, the proportion of contributions from
17small businesses and other businesses, and the proportion for

31development regarding the expenditure of such moneys.
   32(2)  For the funding of a future ready Iowa coordinator in
33the department, and for not more than the following full-time

   2(3)  For distribution to community colleges for the purposes
3of implementing adult education and literacy programs pursuant

   7(a)  From the moneys appropriated in this numbered
8subparagraph, $3,883,000 shall be allocated pursuant to the
9formula established in section 260C.18C.
   10(b)  From the moneys appropriated in this numbered
11subparagraph, not more than $150,000 shall be used by the
12department of workforce development for implementation of adult
13education and literacy programs pursuant to section 84A.19, as
14enacted by 2023 Iowa Acts, Senate File 514.
   15(c)  From the moneys appropriated in this numbered
16subparagraph, not more than $1,257,000 shall be distributed
17as grants to community colleges for the purpose of adult
18basic education programs for students requiring instruction
19in English as a second language. The department of workforce
20development shall establish an application process and criteria
21to award grants pursuant to this subparagraph division to
22community colleges. The criteria shall be based on need for
23instruction in English as a second language in the region
24served by each community college as determined by factors
25including data from the latest federal decennial census and
26outreach efforts to determine regional needs.
   27(d)  From the moneys appropriated in this numbered
28subparagraph, $210,000 shall be transferred to the department
29of health and human services for purposes of administering a
30program to provide access to international resources to Iowans
31and new Iowans to provide economic and leadership development
32resulting in Iowa being a more inclusive and welcoming place
33to live, work, and raise a family. The program shall provide
34supplemental support services for international refugees to
35improve learning, English literacy, life skills, cultural
-18-1competencies, and integration in a county with a population
2over 350,000 as determined by the 2020 federal decennial
3census. The department of health and human services shall
4utilize a request for proposals process to identify the entity
5best qualified to implement the program.
   6(4)  For deposit in the statewide work-based learning
7intermediary network fund created pursuant to section 256.40,
8as amended by 2023 Iowa Acts, Senate File 514:

   10From the moneys appropriated in this numbered subparagraph,
11not more than $50,000 shall be used by the department of
12workforce development to provide statewide support for

17subsection 3, paragraph “c”:

31FY 2022-2023 — FUTURE READY IOWA VOLUNTEER MENTORING PROGRAM
32   Sec. 17.  2022 Iowa Acts, chapter 1148, section 3, subsection

21DIVISION III
22HOUSING RENEWAL PILOT PROGRAM
23   Sec. 18.  2022 Iowa Acts, chapter 1148, section 20, is
24amended to read as follows:
   25SEC. 20.  HOUSING RENEWAL PILOT PROGRAM.
   261.  For purposes of this section, “nonprofit Iowa
27affiliate”
:
   28a.  “Eligible participant” includes cities, counties,
29consortiums of local governments, and organizations exempt from
30taxation pursuant to section 501(c)(3) of the Internal Revenue
31Code.

   32b.   “Nonprofit Iowa affiliate”means a nonprofit Iowa
33affiliate of a nonprofit international organization whose
34primary activity is the promotion of the construction,
35remodeling, or rehabilitation of one-family or two-family
-21-1dwellings for use by low-income families.
   22.  a.  A housing renewal program fund is created in the
3state treasury under the control of the Iowa finance authority.
4The fund shall consist of moneys appropriated to or deposited
5in the fund. Moneys in the fund are appropriated to the Iowa
6finance
authority to establish and administer a housing renewal
7pilot program.
   8b.  For the fiscal year beginning July 1, 2022, and ending
9June 30, 2023, there is appropriated from the general fund of
10the state to the Iowa finance authority five hundred thousand
11dollars for deposit in the housing renewal program fund.
   12c.  Notwithstanding section 8.33, moneys appropriated in
13this section that remain unencumbered or unobligated at the
14close of the fiscal year shall not revert but shall remain
15available for expenditure for the purposes designated until the
16close of the succeeding fiscal year.
   17c.    d.  Notwithstanding section 12C.7, subsection 2,
18interest or earnings on moneys in the housing renewal program
19fund shall be credited to the fund. Payment of interest,
 20income generated from the sale of an ownership unit pursuant to
21subsection 6,
recaptures of grant financial assistance awards,
22and other repayments under the housing renewal pilot program
23shall be deposited in the fund.
   243.  a.  The Iowa finance authority shall provide moneys
25from the housing renewal program fund to a nonprofit Iowa
26affiliate that shall use the moneys to award grants financial
27assistance
under the housing renewal pilot program to eligible
28participants.
   29b.  Eligible participants under paragraph “a” shall use
30a grant financial assistance awarded under the housing
31renewal pilot program only for purposes of the acquisition,
32rehabilitation, and resale of ownership units; the acquisition
33and demolition of blighted structures; and the redevelopment
34of ownership units.
   354.  Twenty-five percent of moneys appropriated to the
-22-1housing renewal program fund shall be allocated to rural
2communities
 financial assistance awards for eligible
3participants located
in the eighty-eight least populated
4counties in the state.
   55.  a.  The nonprofit Iowa affiliate may partner with a city,
6a county, a consortium of local governments, or an organization
7exempt from taxation pursuant to section 501(c)(3) of the
8Internal Revenue Code; however, the nonprofit Iowa affiliate
9shall determine the geographic location of all projects for
10which a grant is awarded
 shall determine the criteria used
11to evaluate eligible participants and to award financial
12assistance to eligible participants selected by the nonprofit
13Iowa affiliate
.
   14b.  The nonprofit Iowa affiliate shall not award a grantee an
15eligible participant
more than one hundred thousand dollars per
16ownership unit. A grantee may use up to five percent of a grant
17for administration expenses related to the grantee’s project.

18The nonprofit Iowa affiliate may use up to five percent of the
19financial assistance awarded to an eligible participant for
20administrative expenses related to the housing renewal pilot
21program.

   22c.  (1)  A grantee An eligible participant shall have a
23maximum of
thirty-six months from the date a contract is
24executed between the nonprofit Iowa affiliate and the grantee
25
 eligible participant for the grantee’s eligible participant to
26complete the eligible participant’s
project. The grantee’s
27
 eligible participant’s project shall be considered complete
28when all grant funds financial assistance awarded to the
29grantee have eligible participant has been expended, and all
30ownership units that are covered by the contract are finished

7the one hundred twenty percent area median income and who must
8occupy the ownership unit as the homebuyer’s primary residence.
9The deed to the ownership unit must contain a restrictive
10resale requirement that prohibits the homebuyer or a subsequent
11owner from selling the ownership unit to a person with an
12income above the one hundred twenty percent area median income
13for five calendar years from the date the grantee eligible
14participant
sold the ownership unit to the first homebuyer
15whose income is under the one hundred twenty percent area
16median income.
   176.  A grantee may The nonprofit Iowa affiliate shall use
18income generated from the sale of an ownership unit only for
19the purpose of additional eligible expenses awarding financial
20assistance to eligible participants
under the housing renewal
21pilot program.
   227.  The Iowa finance authority shall not use more than five
23percent of moneys allocated appropriated to the housing renewal
24program fund for administration and oversight of the housing
25renewal pilot program.
   268.  The Iowa finance authority shall adopt rules pursuant to
27chapter 17A to administer this division.
   289.    8.  The Iowa finance authority, in coordination with the
29nonprofit Iowa affiliate, shall submit a report to the general
30assembly on or before December 31, 2023 2024, describing the
31community, economic, and financial impact of the housing
32renewal pilot program.
   339.  This section is repealed July 1, 2025.

13New Jobs training agreements
14   Sec. 21.  2015 Iowa Acts, chapter 138, section 8, is amended
15to read as follows:
   16SEC. 8.  IOWA NEW JOBS TRAINING AGREEMENTS.  An Iowa
17community college that entered into a new jobs training
18agreement pursuant to chapter 260E, which was effective in
19April 2012 2021, with an Iowa employer may enter into a new
20agreement with such employer pursuant to chapter 260E, which
21will be effective September 2015 2023, and may use the base
22employment determined in April 2012 October 2021 as the base
23employment for determining the new jobs eligible under the
24new agreement if the base employment determined in April 2012
25
 October 2021 was 2,125 2,335 employees. The new agreement
26under chapter 260E shall be limited to seven years from the
27effective date of the agreement.
