House Study Bill 249 - IntroducedA Bill ForAn Act 1relating to and making appropriations for the economic
2development of the state, including to the economic
3development authority, the Iowa finance authority, the
4public employment relations board, the department of
5workforce development, and the state board of regents and
6certain regents institutions, and by modifying provisions
7relating to the pathways for academic career and employment
8program, the apprenticeship training program, and new jobs
9training agreements.
10BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1DIVISION I
2FY 2023-2024 Appropriations
3   Section 1.  GOALS AND ACCOUNTABILITY — ECONOMIC
4DEVELOPMENT.
   51.  For the fiscal year beginning July 1, 2023, the goals
6for the economic development authority shall be to expand and
7stimulate the state economy, increase the wealth of Iowans, and
8increase the population of the state.
   92.  To achieve the goals in subsection 1, the economic
10development authority shall do all of the following for the
11fiscal year beginning July 1, 2023:
   12a.  Concentrate its efforts on programs and activities that
13result in commercially viable products and services.
   14b.  Adopt practices and services consistent with free
15market, private sector philosophies.
   16c.  Ensure economic growth and development throughout the
17state.
   18d.  Work with businesses and communities to continually
19improve the economic development climate along with the
20economic well-being and quality of life for Iowans.
   21e.  Coordinate with other state agencies to ensure that they
22are attentive to the needs of an entrepreneurial culture.
   23f.  Establish a strong and aggressive marketing image to
24showcase Iowa’s workforce, existing industry, and potential.
25A priority shall be placed on recruiting new businesses,
26business expansion, and retaining existing Iowa businesses.
27Emphasis shall be placed on entrepreneurial development through
28helping entrepreneurs secure capital, and developing networks
29and a business climate conducive to entrepreneurs and small
30businesses.
   31g.  Encourage the development of communities and quality of
32life to foster economic growth.
   33h.  Prepare communities for future growth and development
34through development, expansion, and modernization of
35infrastructure.

   1i.  Develop public-private partnerships with Iowa businesses
2in the tourism industry, Iowa tour groups, Iowa tourism
3organizations, and political subdivisions in this state to
4assist in the development of advertising efforts.
   5j.  Develop, to the fullest extent possible, cooperative
6efforts for advertising with contributions from other sources.
7   Sec. 2.  ECONOMIC DEVELOPMENT AUTHORITY.
   81.  APPROPRIATION
   9a.  There is appropriated from the general fund of the state
10to the economic development authority for the fiscal year
11beginning July 1, 2023, and ending June 30, 2024, the following
12amount, or so much thereof as is necessary, to be used for the
13purposes designated in this subsection, and for not more than
14the following full-time equivalent positions:

   17b.  (1)  For salaries, support, miscellaneous purposes,
18programs, marketing, and the maintenance of an administration
19division, a business development division, a community
20development division, a small business development division,
21and other divisions the authority may organize.
   22(2)  For business development operations and programs,
23international trade, export assistance, workforce recruitment,
24and the partner state program.
   25(3)  For transfer to a fund created pursuant to section
2615.313 for purposes of financing strategic infrastructure
27projects.
   28(4)  For community economic development programs, tourism
29operations, community assistance, plans for Iowa green corps
30and summer youth programs, the main street and rural main
31street programs, the school-to-career program, the community
32development block grant, and housing and shelter-related
33programs.
   34(5)  For achieving the goals and accountability, and
35fulfilling the requirements and duties required under this Act.

   1(6)  The full-time equivalent positions authorized under
2this section are funded, in whole or in part, by the moneys
3appropriated under this subsection or by other moneys received
4by the authority, including certain federal moneys.
   5c.  Notwithstanding section 8.33, moneys appropriated in
6this subsection that remain unencumbered or unobligated at the
7close of the fiscal year shall not revert but shall remain
8available for expenditure for the purposes designated in this
9subsection until the close of the succeeding fiscal year.
   102.  FINANCIAL ASSISTANCE RESTRICTIONS
   11a.  A business creating jobs through moneys appropriated in
12subsection 1 shall be subject to contract provisions requiring
13new and retained jobs to be filled by individuals who are
14citizens of the United States who reside within the United
15States, or any person authorized to work in the United States
16pursuant to federal law, including legal resident aliens
17residing in the United States.
   18b.  Any vendor who receives moneys appropriated in
19subsection 1 shall adhere to such contract provisions and
20provide periodic assurances as the state shall require that the
21jobs are filled solely by citizens of the United States who
22reside within the United States, or any person authorized to
23work in the United States, pursuant to federal law, including
24legal resident aliens residing in the United States.
   25c.  A business that receives financial assistance from
26the authority from moneys appropriated in subsection 1 shall
27only employ individuals legally authorized to work in this
28state. In addition to all other applicable penalties provided
29by current law, all or a portion of the assistance received
30by a business which is found to knowingly employ individuals
31not legally authorized to work in this state is subject to
32recapture by the authority.
   333.  USES OF APPROPRIATIONS
   34a.  From the moneys appropriated in subsection 1, the
35authority may provide financial assistance in the form of a
-3-1grant to a community economic development entity for conducting
2a local workforce recruitment effort designed to recruit former
3citizens of the state and former students at colleges and
4universities in the state to meet the needs of local employers.
   5b.  From the moneys appropriated in subsection 1, the
6authority may provide financial assistance to early stage
7industry companies being established by women entrepreneurs.
   8c.  From the moneys appropriated in subsection 1, the
9authority may provide financial assistance in the form of
10grants, loans, or forgivable loans for advanced research and
11commercialization projects involving value-added agriculture,
12advanced technology, or biotechnology.
   13d.  The authority shall not use any moneys appropriated in
14subsection 1 for purposes of providing financial assistance for
15the Iowa green streets pilot project or for any other program
16or project that involves the installation of geothermal systems
17for melting snow and ice from streets or sidewalks.
   184.WORLD FOOD PRIZE
19In lieu of the standing appropriation in section 15.368,
20there is appropriated from the general fund of the state to the
21economic development authority for the fiscal year beginning
22July 1, 2023, and ending June 30, 2024, the following amount
23for the world food prize:

   255.  COUNCILS OF GOVERNMENTS — ASSISTANCE
   26There is appropriated from the general fund of the state
27to the economic development authority for the fiscal year
28beginning July 1, 2023, and ending June 30, 2024, the following
29amount to be used for the purposes of providing financial
30assistance to Iowa’s councils of governments:

   326.  BUTCHERY INNOVATION AND REVITALIZATION PROGRAM
   33a.  There is appropriated from the general fund of the state
34to the economic development authority for the fiscal year
35beginning July 1, 2023, and ending June 30, 2024, the following

   157.  TOURISM OFFICE
   16a.  There is appropriated from the general fund of the state
17to the economic development authority for the fiscal year
18beginning July 1, 2023, and ending June 30, 2024, the following
19amount for the tourism office to be used for advertising,
20promoting, placement, and implementation of the economic
21development authority’s strategic plan for tourism and travel:

   23b.  Notwithstanding section 8.33, moneys appropriated in
24this subsection that remain unencumbered or unobligated at the
25close of the fiscal year shall not revert but shall remain
26available for expenditure for the purposes designated until the
27close of the succeeding fiscal year.
   28c.  The economic development authority shall submit an
29annual report on or before January 15 to the general assembly
30regarding the tourism office’s activities funded with moneys
31appropriated under this subsection. The report shall be
32provided in an electronic format and shall include metrics
33and criteria that allow the general assembly to quantify
34and evaluate the effectiveness and economic impact of the
35tourism office’s activities related to advertising, promoting,
-5-1placement, and implementation of the economic development
2authority’s strategic plan for tourism and travel.
   38.  EMPOWER RURAL IOWA
   4a.  There is appropriated from the Iowa skilled worker and
5job creation fund created in section 8.75 to the economic
6development authority for the fiscal year beginning July 1,
72023, and ending June 30, 2024, the following amount, or so
8much thereof as is necessary, to be used for the purposes
9designated:
   10Empower rural Iowa program:

   12b.  Notwithstanding section 8.33, moneys appropriated in
13this subsection that remain unencumbered or unobligated at the
14close of the fiscal year shall not revert but shall remain
15available for expenditure for the purposes designated until the

   17c.  The authority shall adopt rules pursuant to chapter
1817A to establish criteria for the distribution of the moneys
19appropriated in this subsection.
   209.  CULTURAL AFFAIRS ACTIVITIES
   21a.  There is appropriated from the general fund of the state
22to the economic development authority for the fiscal year
23beginning July 1, 2023, and ending June 30, 2024, the following
24amounts, or so much thereof as is necessary, to be used for the
25purposes designated:
   26(1)  For planning and programming for the community cultural
27grants program established under section 303.3, as amended by
282023 Iowa Acts, Senate File 514:

   32Of the moneys appropriated in this subparagraph, the
33authority shall allocate $300,000 for purposes of the film

   3(4)  For grant programs administered by the Iowa arts
4council including those programs supporting the long-term

10close of the fiscal year shall not revert but shall remain
11available for expenditure for the purposes designated until the

13   Sec. 3.  LIMITATIONS OF STANDING APPROPRIATIONS — FY
142023-2024.
  Notwithstanding the standing appropriations
15in the following designated sections for the fiscal year
16beginning July 1, 2023, and ending June 30, 2024, the amounts
17appropriated from the general fund of the state pursuant to
18those sections for the following purposes shall not exceed the
19following amounts:
   201.  For operational support grants and community cultural
21grants under section 99F.11, subsection 4, paragraph “d”,
22subparagraph (1):

   242.  For the purposes of regional tourism marketing under
25section 99F.11, subsection 4, paragraph “d”, subparagraph (2):

27   Sec. 4.  FINANCIAL ASSISTANCE REPORTING — ECONOMIC
28DEVELOPMENT AUTHORITY.
  The economic development authority
29shall submit an annual report to the general assembly no later
30than November 1, 2023, that details the amount of every direct
31loan, forgivable loan, tax credit, tax exemption, tax refund,
32grant, or any other financial assistance awarded to a person
33during the prior fiscal year by the authority under an economic
34development program administered by the authority. The report
35shall identify the county where the project associated with
-7-1each such award is located.
2   Sec. 5.  INSURANCE ECONOMIC DEVELOPMENT.  From the
3moneys collected by the insurance division in excess of the
4anticipated gross revenues under section 505.7, subsection
53, during the fiscal year beginning July 1, 2023, $100,000
6shall be transferred to the economic development authority for
7insurance economic development and international insurance
8economic development.
9   Sec. 6.  IOWA FINANCE AUTHORITY.
   101.  There is appropriated from the general fund of the state
11to the Iowa finance authority for the fiscal year beginning
12July 1, 2023, and ending June 30, 2024, the following amounts,
13or so much thereof as is necessary, to be used for the purposes
14designated:
   15a.  Rent subsidy program
   16(1)  To provide reimbursement for rent expenses to eligible
17persons under the home and community-based services rent
18subsidy program established in section 16.55:

   20(2)  Of the moneys appropriated in this paragraph, not more
21than $35,000 may be used for administrative costs.
   22b.  Housing renewal pilot program
   23To provide housing renewal moneys to a nonprofit Iowa
24affiliate to award grants to eligible communities for a housing

   272.  Notwithstanding section 8.33, moneys appropriated in
28this section that remain unencumbered or unobligated at the

32   Sec. 7.  IOWA FINANCE AUTHORITY AUDIT.  The auditor of state
33is requested to review the audit of the Iowa finance authority
34performed by the auditor hired by the authority.
35   Sec. 8.  PUBLIC EMPLOYMENT RELATIONS BOARD.

   11.  There is appropriated from the general fund of the state
2to the public employment relations board for the fiscal year
3beginning July 1, 2023, and ending June 30, 2024, the following
4amount, or so much thereof as is necessary, to be used for the
5purposes designated:

16is appropriated from the general fund of the state to the
17department of workforce development for the fiscal year
18beginning July 1, 2023, and ending June 30, 2024, the following
19amounts, or so much thereof as is necessary, to be used for the
20purposes designated:
   211.  WORKFORCE DEVELOPMENT OPERATIONS
   22a.  For the operation of field offices and the workforce
23development board, and for not more than the following
24full-time equivalent positions:

17workforce development shall use the same application process
18and criteria as are used for purposes of awarding grants to
19community colleges for the purpose of adult basic education
20programs for students requiring instruction in English as a
21second language using moneys that are appropriated to the
22department from the Iowa skilled worker and job creation fund.
   237.  FUTURE READY IOWA REGISTERED APPRENTICESHIP DEVELOPMENT
24PROGRAM
   25For the funding of the future ready Iowa registered
26apprenticeship development program under chapter 15C, as
27amended by 2023 Iowa Acts, Senate File 514, to encourage
28small to midsize businesses to start or grow registered
29apprenticeships:

1   Sec. 10.  GENERAL FUND — EMPLOYEE MISCLASSIFICATION
2PROGRAM.
  There is appropriated from the general fund of the
3state to the department of workforce development for the fiscal
4year beginning July 1, 2023, and ending June 30, 2024, the
5following amount, or so much thereof as is necessary, to be
6used for the purposes designated:
   7For enhancing efforts to investigate employers that
8misclassify workers, and for not more than the following
9full-time equivalent positions:

12   Sec. 11.  SPECIAL EMPLOYMENT SECURITY CONTINGENCY FUND.
   131.  There is appropriated from the special employment
14security contingency fund created in section 96.13 to the
15department of workforce development for the fiscal year
16beginning July 1, 2023, and ending June 30, 2024, the following
17amount, or so much thereof as is necessary, to be used for
18field offices:

   202.  Any remaining additional penalty and interest revenue
21collected by the department of workforce development is

25   Sec. 12.  UNEMPLOYMENT COMPENSATION RESERVE FUND — FIELD
26OFFICES.
  Notwithstanding section 96.9, subsection 8, paragraph
27“e”, there is appropriated from interest earned on the
28unemployment compensation reserve fund created in section 96.9
29to the department of workforce development for the fiscal year
30beginning July 1, 2023, and ending June 30, 2024, the following
31amount, or so much thereof as is necessary, to be used for the
32purposes designated:
   33For the operation of field offices:

35   Sec. 13.  VIRTUAL ACCESS WORKFORCE DEVELOPMENT OFFICES.  The
-12-1department of workforce development shall require a unique
2identification login for all users of workforce development
3centers operated through electronic means.
4   Sec. 14.  UNEMPLOYMENT COMPENSATION PROGRAM.
   51.  Notwithstanding section 96.9, subsection 4, paragraph
6“a”, moneys credited to the state by the secretary of the
7treasury of the United States pursuant to section 903 of the
8federal Social Security Act are appropriated to the department
9of workforce development and shall be used by the department
10for the administration of the unemployment compensation program
11only. This appropriation shall not apply to any fiscal year
12beginning after December 31, 2023.
   132.  Notwithstanding subsection 1, up to $800,000, or
14so much thereof as may be necessary, of the unemployment
15compensation modernization incentive payments made to the
16state’s unemployment trust fund account as a special transfer
17under section 903 of the federal Social Security Act, pursuant
18to the federal Assistance for Unemployed Workers and Struggling
19Families Act, of the American Recovery and Reinvestment Act of
202009, Pub.L.No.111-5, are appropriated to the department of
21workforce development for the fiscal year beginning July 1,
222023, and ending June 30, 2024, for the purpose of modification
23of space for unemployment insurance administrative law judge
24offices and conference rooms in which to hold unemployment
25insurance appeal hearings.
26   Sec. 15.  IOWA SKILLED WORKER AND JOB CREATION FUND.
   271.  There is appropriated from the Iowa skilled worker and
28job creation fund created in section 8.75 to the following
29departments, agencies, and institutions for the fiscal year
30beginning July 1, 2023, and ending June 30, 2024, the following
31amounts, or so much thereof as is necessary, to be used for the
32purposes designated:
   33a.  ECONOMIC DEVELOPMENT AUTHORITY
   34(1)  For the purposes of providing assistance as described in
35section 15.335B for the high quality jobs program:

   2From the moneys appropriated in this subparagraph, the
3economic development authority may use not more than $1,000,000
4for purposes of providing infrastructure grants to main street
5communities under the main street Iowa program and may allocate
6not more than $300,000 for the purposes of supporting statewide
7worker education and quality preapprenticeship programs.
   8(2)  As a condition of receiving moneys appropriated in
9this lettered paragraph “a”, an entity shall testify upon the
10request of the joint appropriations subcommittee on economic
11development regarding the expenditure of such moneys.
   12b.  STATE BOARD OF REGENTS AND REGENTS INSTITUTIONS
   13(1)  STATE BOARD OF REGENTS. For capacity building
14infrastructure in areas related to technology
15commercialization, marketing and business development
16efforts in areas related to technology commercialization,
17entrepreneurship, and business growth, and infrastructure
18projects and programs needed to assist in implementation of
19activities under chapter 262B:

   21(a)  Of the moneys appropriated pursuant to this
22subparagraph (1), 35 percent shall be allocated for Iowa state
23university of science and technology, 35 percent shall be
24allocated for the state university of Iowa, and 30 percent
25shall be allocated for the university of northern Iowa.
   26(b)  The institutions shall provide a one-to-one match
27of additional moneys for the activities funded with moneys
28appropriated under this subparagraph (1).
   29(c)  The state board of regents shall submit a report by
30January 15, 2024, to the governor and the general assembly
31regarding the activities, projects, and programs funded with
32moneys appropriated under this subparagraph (1). The report
33shall be provided in an electronic format and shall include a
34list of metrics and criteria mutually agreed to in advance by
35the board of regents and the economic development authority.
-14-1The metrics and criteria shall allow the governor’s office and
2the general assembly to quantify and evaluate the progress
3of the board of regents institutions with regard to their
4activities, projects, and programs in the areas of technology
5commercialization, entrepreneurship, regional development, and
6market research.
   7(2)  IOWA STATE UNIVERSITY OF SCIENCE AND TECHNOLOGY. For
8small business development centers, the research park, and the
9center for industrial research and service, and for not more
10than the following full-time equivalent positions:

   13(a)  Of the moneys appropriated in this subparagraph (2),
14Iowa state university of science and technology shall allocate
15at least $735,728 for purposes of funding small business
16development centers. Iowa state university of science and
17technology may allocate the appropriated moneys to the various
18small business development centers in any manner necessary to
19achieve the purposes of this subparagraph.
   20(b)  Iowa state university of science and technology shall
21do all of the following:
   22(i)  Direct expenditures for research toward projects that
23will provide economic stimulus for Iowa.
   24(ii)  Provide emphasis to providing services to Iowa-based
25companies.
   26(c)  It is the intent of the general assembly that the
27industrial incentive program focus on Iowa industrial sectors
28and seek contributions and in-kind donations from businesses,
29industrial foundations, and trade associations, and that moneys
30for the center for industrial research and service industrial
31incentive program shall be allocated only for projects which
32are matched by private sector moneys for directed contract
33research or for nondirected research. The match required of
34small businesses as defined in section 15.102 for directed
35contract research or for nondirected research shall be $1
-15-1for each $3 of state funds. The match required for other
2businesses for directed contract research or for nondirected
3research shall be $1 for each $1 of state funds. The match
4required of industrial foundations or trade associations shall
5be $1 for each $1 of state funds.
   6(d)  Iowa state university of science and technology shall
7report annually to the general assembly the total amount of
8private contributions, the proportion of contributions from
9small businesses and other businesses, and the proportion for
10directed contract research and nondirected research of benefit
11to Iowa businesses and industrial sectors.
   12(3)  STATE UNIVERSITY OF IOWA.
   13(a)  For the state university of Iowa research park and for
14university of Iowa pharmaceuticals located at the research
15park, including salaries, support, maintenance, equipment, and
16miscellaneous purposes, and for not more than the following
17full-time equivalent positions:

4department of workforce development for implementation of adult
5education and literacy programs pursuant to section 84A.19, as
6enacted by 2023 Iowa Acts, Senate File 514.
   7(c)  From the moneys appropriated in this numbered
8subparagraph, not more than $1,257,000 shall be distributed
9as grants to community colleges for the purpose of adult
10basic education programs for students requiring instruction
11in English as a second language. The department of workforce
12development shall establish an application process and criteria
13to award grants pursuant to this subparagraph division to
14community colleges. The criteria shall be based on need for
15instruction in English as a second language in the region
16served by each community college as determined by factors
17including data from the latest federal decennial census and
18outreach efforts to determine regional needs.
   19(d)  From the moneys appropriated in this numbered
20subparagraph, $210,000 shall be transferred to the department
21of health and human services for purposes of administering a
22program to provide access to international resources to Iowans
23and new Iowans to provide economic and leadership development
24resulting in Iowa being a more inclusive and welcoming place
25to live, work, and raise a family. The program shall provide
26supplemental support services for international refugees to
27improve learning, English literacy, life skills, cultural
28competencies, and integration in a county with a population
29over 350,000 as determined by the 2020 federal decennial
30census. The department of health and human services shall
31utilize a request for proposals process to identify the entity
32best qualified to implement the program.
   33(4)  For deposit in the statewide work-based learning
34intermediary network fund created pursuant to section 256.40,
35as amended by 2023 Iowa Acts, Senate File 514:

   19The department of education workforce development, in
20consultation with the community colleges, the economic
21development authority, and the department of workforce

 education, shall adopt rules pursuant to chapter
2317A to implement this chapter. Local workforce development
24boards established pursuant to section 84A.4 shall be consulted
25in the development and implementation of rules adopted pursuant
26to this section.

29   Sec. 19.  Section 15B.2, subsection 9A, as enacted by

32DIVISION V
33New Jobs training agreements
34   Sec. 20.  2015 Iowa Acts, chapter 138, section 8, is amended
35to read as follows:
-21-   1SEC. 8.  IOWA NEW JOBS TRAINING AGREEMENTS.  An Iowa
2community college that entered into a new jobs training
3agreement pursuant to chapter 260E, which was effective in
4April 2012 2021, with an Iowa employer may enter into a new
5agreement with such employer pursuant to chapter 260E, which
6will be effective September 2015 2023, and may use the base
7employment determined in April 2012 October 2021 as the base
8employment for determining the new jobs eligible under the
9new agreement if the base employment determined in April 2012
10
 October 2021 was 2,125 2,335 employees. The new agreement
11under chapter 260E shall be limited to seven years from the
12effective date of the agreement.
13EXPLANATION
14The inclusion of this explanation does not constitute agreement with
15the explanation’s substance by the members of the general assembly.
   16This bill relates to and makes appropriations for the
17economic development of the state.
   18FY 2023-2024 APPROPRIATIONS. The bill appropriates moneys
19for FY 2023-2024 from the general fund of the state to the
20economic development authority, the Iowa finance authority, the
21public employment relations board, the department of workforce
22development, Iowa state university of science and technology,
23the state university of Iowa, and the university of northern
24Iowa.
   25The bill appropriates moneys for FY 2023-2024 from the
26Iowa skilled worker and job creation fund to the economic
27development authority, the department of workforce development,
28and the state board of regents and institutions under the
29control of the board.
   30For FY 2023-2024, the bill limits standing appropriations
31for the world food prize, certain operational support grants,
32community cultural grants, and regional tourism marketing.
   33The bill transfers $100,000 of the moneys collected by the
34insurance division in excess of the anticipated gross revenues
35under Code section 505.7 to the economic development authority.

   1The bill appropriates moneys for FY 2023-2024 from the
2special employment security contingency fund and interest
3earned on the unemployment compensation reserve fund to the
4department of workforce development.
   5Moneys credited to the state by the U.S. secretary of
6treasury pursuant to section 903 of the federal Social
7Security Act are appropriated to the department of workforce
8development. Up to $800,000 of the unemployment compensation
9modernization incentive payments made to the state’s
10unemployment trust fund account as a special transfer under
11section 903 of the federal Social Security Act are appropriated
12to the department of workforce development for modification
13of space for unemployment insurance administrative law judge
14offices and conference rooms for unemployment insurance appeal
15hearings.
   16The auditor of state is requested to review the audit of the
17Iowa finance authority performed by the auditor hired by the
18authority.
   19The bill requires the economic development authority, the
20vocational rehabilitation services division of the department
21of workforce development, the state board of regents, and Iowa
22state university of science and technology to submit various
23reports to the general assembly.
   24FUTURE READY IOWA VOLUNTEER MENTORING PROGRAM. The bill
25authorizes the moneys appropriated to the economic development
26authority for the future ready Iowa volunteer mentoring program
27in FY 2022-2023 to remain available for use in FY 2023-2024 for
28the 1.15 full-time equivalent positions under the program.
   29PATHWAYS FOR ACADEMIC CAREER AND EMPLOYMENT PROGRAM.
30 The bill requires the department of workforce development,
31rather than the department of education, to adopt rules in
32consultation with entities designated in the bill for the
33pathway for academic career and employment program.
   34APPRENTICESHIP TRAINING PROGRAM. The bill amends Code
35section 15B.2 to strike the definition for “targeted

   2NEW JOBS TRAINING AGREEMENTS. The bill authorizes a
3community college that entered into a new jobs training
4agreement (agreement) that was effective in April 2021 to enter
5into a new agreement with the same employer with an effective
6date of September 2023. The new jobs eligible under the
7agreement are determined as outlined in the bill.
