2caucuses, updates to the statewide voter registration
3system, and costs of preparing lists of voters.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 43.91, Code 2023, is amended to read as
2follows:
   343.91  Voter at caucus — qualifications.
   4Any person voting at a precinct caucus must be a person who
5is or will by the date of the next general election become
6an eligible elector, who has not already participated in the
7caucus of any political party within the same year, who has
8been a member of the political party holding the precinct
9caucus for seventy days immediately preceding the precinct
10caucus, who is physically present at the location of the
11precinct caucus,
and who is a resident of the precinct. A list
12of the names and addresses of each person to whom a ballot was
13delivered or who was allowed to vote in each precinct caucus
14shall be prepared by the caucus chairperson and secretary who
15shall certify such list to the commissioner at the same time
16as the names of those elected as delegates and party committee
17members are so certified.
18   Sec. 2.  Section 47.7, subsection 3, unnumbered paragraph 1,
19Code 2023, is amended to read as follows:
   20The state registrar of voters shall may use information from
21the electronic registration information center other entities
22 to update information in the statewide voter registration
23system, including but not limited to reports related to any of
24 the following reports:
25   Sec. 3.  Section 47.7, subsection 3, paragraph d, Code 2023,
26is amended to read as follows:
   27d.  Deceased persons.
28   Sec. 4.  Section 47.7, subsection 3, paragraph e, Code 2023,
29is amended by striking the paragraph.
30   Sec. 5.  Section 48A.38, Code 2023, is amended by adding the
31following new subsection:
32   NEW SUBSECTION.  4.  The registrar may adjust the cost of
33preparation imposed pursuant to subsection 1 to reflect the
34costs of processing a credit card payment by an amount not to
35exceed the cost of processing the credit card payment.

1EXPLANATION
2The inclusion of this explanation does not constitute agreement with
3the explanation’s substance by the members of the general assembly.
   4This bill relates to elections.
   5The bill requires a person voting at a precinct caucus to
6have been a member of the political party holding the caucus
7for the 70 days immediately preceding the caucus and to be
8physically present at the location of the precinct caucus.
   9The bill strikes a requirement that the state registrar
10of voters use information from the electronic registration
11information center to update information in the statewide
12voter registration system, including a report of voters that
13are eligible but unregistered. The bill allows the state
14registrar of voters to use information from other entities to
15update information in the statewide voter registration system,
16including but not limited to reports related to certain subject
17areas set forth under current law. The bill also allows a
18county or state registrar of voters to adjust the cost of
19preparation of a list of registered voters and other election
20data to reflect the costs of processing a credit card payment.
