   4BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  The following amendment to the Constitution of
2the State of Iowa is proposed:
   3Article I of the Constitution of the State of Iowa is amended
4by adding the following new section:
   5Sec.24A.  Right to a public education.  The state shall
6provide all youths of this state with a comprehensive education
7that meets or exceeds national standards through a system
8of public schools and competent educators. Such education
9shall include instruction in reading, literature, mathematics,
10science, technology, history, social science, public affairs,
11the arts, human growth and development, and such other subjects
12as may be determined directly by the general assembly or
13indirectly by a competent state agency of education pursuant to
14the general assembly’s delegation of authority.
15   Sec. 2.REFERRAL AND PUBLICATION.   The foregoing proposed
16amendment to the Constitution of the State of Iowa is referred
17to the general assembly to be chosen at the next general
18election for members of the general assembly, and shall be
19published as provided by law for three consecutive months
20previous to the date of that election.
21EXPLANATION
22The inclusion of this explanation does not constitute agreement with
23the explanation’s substance by the members of the general assembly.
   24This joint resolution proposes an amendment to the
25Constitution of the State of Iowa relating to the right of all
26youths of this state to a comprehensive public education.
   27The joint resolution requires the state to provide all
28youths of this state with a comprehensive education that
29meets or exceeds national standards through a system of
30public schools and competent educators. The joint resolution
31establishes the subjects that are to be included in the
32comprehensive education that is provided.
   33The resolution, if adopted, would be published and then
34referred to the next general assembly (91st) for adoption,
35before being submitted to the electorate for ratification.
