2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  481C.2B  Crop loss deer hunting
2permits.
   31.  For purposes of this section, “family member”, “farm
4unit”
, “owner”, and “tenant” mean the same as defined in section
5483A.24.
   62.  An owner, tenant, or family member may apply to receive
7crop loss deer hunting permits and tags for use on the owner’s
8farm unit. An application shall be accompanied with proof of
9substantial yield loss due to deer, which may be demonstrated
10with a yield map or photographs. Upon application, the
11department shall issue at no cost crop loss deer hunting
12permits and tags pursuant to this section.
   133.  The department shall establish an early split crop
14loss deer hunting season that shall encompass the months
15of September and October and a late split crop loss deer
16hunting season that shall encompass the months of November and
17December. The department shall issue twelve crop loss deer
18hunting tags for use on the farm unit with six crop loss deer
19hunting tags issued during each split season. Crop loss deer
20hunting tags issued for the early split season that remain
21unfilled at the conclusion of the early split season may be
22used in the late split season.
   234.  Tags issued pursuant to this section may be transferred
24to another resident for use on the farm unit. A resident is
25eligible to receive tags pursuant to this subsection if the
26resident has purchased the licenses and paid the fees described
27in section 483A.8, subsection 1.
   285.  A person may use any legal method of take when hunting
29with a permit issued pursuant to this section.
   306.  A person shall only take antlerless deer when hunting
31with a permit issued pursuant to this section.
   327.  Receiving a permit or tag pursuant to this section does
33not prohibit the recipient from receiving any other lawfully
34issued permit, license, or tag.

   3This bill establishes crop loss deer hunting permits and
4seasons. The bill allows an owner or tenant of a farm unit,
5or a family member of the owner or tenant, to apply to receive
6crop loss deer hunting permits and tags for use on the owner’s
7farm unit. An application shall be accompanied with proof of
8substantial yield loss due to deer. Upon application, the
9department of natural resources shall issue a crop loss deer
10hunting permit and tags for use on the farm unit. Six crop
11loss deer hunting tags are available for use during an early
12split crop loss deer hunting season, which shall encompass the
13months of September and October, and six crop loss deer hunting
14tags are available for use during a late split crop loss deer
15hunting season, which shall encompass the months of November
16and December. Tags that remain unfilled at the conclusion of
17the early split season may be used in the late split season.
   18Tags issued pursuant to the bill may be transferred to
19another resident hunter for use on the farm unit. A person
20may use any legal method of take when hunting with a permit
21issued pursuant to the bill, but shall only take antlerless
22deer. Receiving a permit or tag pursuant to the bill does not
23prohibit the recipient from receiving any other lawfully issued
24permit, license, or tag.
