3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  IOWA UTILITIES BOARD REVIEW.  The utilities board
2of the utilities division of the department of commerce shall
3initiate and coordinate an independent review of current Iowa
4Code provisions and ratemaking procedures to determine whether
5revised provisions and different procedures would be more
6cost-effective and would result in rates that more accurately
7reflect a utility’s cost of providing service to its customers
8in the state. The consumer advocate division of the department
9of justice, rate-regulated utilities, and other interested
10persons shall participate in the review. The board may utilize
11additional services to assist in the coordination of the review
12and writing of the report. The board shall submit a report
13with findings and recommendations to the general assembly by
14January 1, 2024.
15EXPLANATION
16The inclusion of this explanation does not constitute agreement with
17the explanation’s substance by the members of the general assembly.
   18This bill relates to the review by the Iowa utilities
19board (board) of specified provisions and utility ratemaking
20procedures.
   21The bill provides that the board shall conduct an
22independent review of current Iowa Code provisions and
23ratemaking procedures to determine whether revised provisions
24and different procedures would result in more cost-effective
25rates that reflect a utility’s cost of providing service to its
26customers in the state. The consumer advocate, rate-regulated
27utilities, and other interested persons shall participate in
28the review. The board may utilize additional services to
29assist with the review and report. The board shall submit
30a report with findings and recommendations to the general
31assembly by January 1, 2024.
