4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 423F.3, subsection 6, paragraph a,
2subparagraph (3), Code 2023, is amended to read as follows:
3(3) Additionally, “school infrastructure” includes
4the acquisition or installation of information technology
5infrastructure and the acquisition, development, and
6improvement of school information systems to protect against
7a cybersecurity event. For purposes of this subparagraph,
8“information technology infrastructure” means the basic,
9underlying physical framework or system necessary to deliver
10technology connectivity to a school district and to network
11school buildings within a school district. For purposes
12of this subparagraph, “cybersecurity event” means an event
13resulting in unauthorized access to, or the disruption or
14misuse of, an information system or nonpublic information
15stored on an information system.

17The inclusion of this explanation does not constitute agreement with
18the explanation’s substance by the members of the general assembly.
19This bill modifies the definition of “school infrastructure”
20for purposes of a school district’s authorized expenditure of
21funds from the secure an advanced vision for education fund
22to include the acquisition, development, and improvement of
23school information systems to protect against a cybersecurity
24event. The bill defines “cybersecurity event” to mean an
25event resulting in unauthorized access to, or the disruption
26or misuse of, an information system or nonpublic information
27stored on an information system.
