4medical system duty.
5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 29A.28, subsection 1, paragraph b, Code
22023, is amended to read as follows:
   3b.  Where state active duty, national guard duty, federal
4active duty, or civil air patrol duty is for a period of less
5than thirty days, a leave of absence under this section shall
6only be required for those days that the civil employee would
7normally perform services for the state, subdivision of the
8state, or a municipality. The provisions of this section shall
9also apply to a leave of absence by a member of the national
10disaster medical system of the United States when activated for
11federal service with the system. If the workday for a civil
12employee encompasses more than one calendar day a continuous
13period of up to twenty-four consecutive hours, regardless of
14whether the workday extends into one or two calendar days

15the civil employee shall only be required to take a leave of
16absence for one day for that workday if a leave of absence is
17required under this paragraph.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
   21This bill allows a civil employee of the state to only take
22one day of required leave if the civil employee is absent due
23to state active duty, national guard duty, federal active duty,
24civil air patrol duty, or national disaster medical system
25duty, the employee is absent for a period of less than 30 days,
26and the workday for the employee encompasses a continuous
27period of up to 24 consecutive hours, regardless of whether
28the workday extends into one or two calendar days. Under
29current law, a civil employee may take a single day of required
30absence for one workday regardless of how many calendar days
31the workday actually encompasses.
